Comparison Of The Level Of Green Economy Development In Shandong, Shandong And Guangdong

Green development is the trend of the human future development.The human environment consciousness began to awaken with the introduction of the early green classic library.The 2008 financial crisis hit more people to aware the traditional development model difficult to continue,so many countries try to explore new economic growth point,green economy has become the future trend of world economic development.In the fifth Plenary Session of the 18 th CPC Central Committee put forward the "innovation,harmony,green,open and sharing" the five major development concepts,the green development officially identified as one of the important concept.The overall development of the green economy mainly includes two meanings: One is the economy to the environment,it require to change the traditional mode of the production,to promote the production of all aspects for energy saving and emission reduction;two is the environmental economy,the green industry can become a new economic growth point,through the development the low carbon environmental protection industry to meet the ecological needs of the people,at the same time through policy adjustment to make environmental protection profitable.This paper mainly includes the following parts:The first part includes the first chapter,mainly include the introduction,expounding the development of the green economy background,select ShanDong JiangSu and GuangDong this three provinces,researching its significance and methods.Combed the present situation of green economy in the domestic and foreign research,it also include the understanding of green economy,green economy evaluation method research,include the current situation analysis and green economic development policy study of the regional green economic development research.The second part includes the second chapter,mainly to define the connotation of green economy.It also explains the theoretical basis of the green economy,including the theory of green development,the theory of industrial economics,the theory of ecological economics and the theory of external economy.Green economic index system is a supplement to the green accounting system,which makes the evaluation of economic development more scientific.The third part includes the 3th chapter to the 5th chapter,mainly to quantitative analysis of the present situation and problems of science and technology,finance,personnel,economy,environmental protection,pollution,etc of ShanDong JiangSu and GuangDong this three provinces.At the same time,it establish the green economic development measure ofShanDong JiangSu and GuangDong evaluation index system,criterion layer includes scale indicators,endowment index,constraint index,incentive index and the protection this 5indexes,including 30 index layer.And through the entropy method and Delphi method we weight the assignment of index,according to the comprehensive scores of chapter four,combining with index system analyzes ShanDong JiangSu and Guang Dong the regional green factor of the difference to the economic development level,finding out the advantages and disadvantages of green economy development among regions.The fourth part includes chapter 6,through the analysis of the previous section in green regional difference,ShanDong province as the foothold,we put forward countermeasures and Suggestions to promote the green transformation of economy in ShanDong province.The fifth part including the last chapter,it include the paper's outlook and shortcomings.Through five parts We found that ShanDong JiangSu and GuangDong this three provinces' green economic development overall situation is better and better.The green level of economy in Guangdong province is the highest,followed by JiangSu Province,ShanDong province.The development level of green economy in ShanDong JiangSu and GuangDong has different characteristics.Jiangsu province is outstanding in the total economy,restrictive index and security index,but there are short board in resources and environmental protection;Guangdong province has obvious difference in the index of resource endowment,Guangdong is rich in water resource but the energy amount is far lower than that of the other two provinces,environmental pollution situation of Shandong Province is good and excellent performance;ShanDong province has rich land resources in primary energy,provide the basis natural resources for the development of the green economy,environmental pollution control is better,but the energy structure in Shandong province is mainly dominated by fossil energy,emission reduction work is very hard,and the mode of production in Shandong province is still in the "high energy consumption,high pollution and high emissions" stage,the task of environmental pollution control is also very hard,the air pollution in Shandong province has obvious space difference.eastern air quality is good,but it become worse and worse to the western.
