Feasibility Study On The Expansion Of The Technical Reconstruction Project Of The Huanghuang Oil Tank

With the rapid development of our national economy, the demand for oil hasbeen growingdramatically.As the business of oil storage and sales, oil depot coordinated the oil transportationand production,whichplays a vital role in the oil supply market.At present, as some small and medium-sized oil depot in our countryhad been set up in the early time,the previous planning design,technology and equipments and facilities have been unable to meet current requirements. Depot now faces a series of problem including the existing capacity shortage, backward technology, complex operation, low level of automation, precision and low fat oil. Thus, technologicaltransformation and expansion of themedium and small oil depot is the only way in the future.In this paper, we tookanoil depot located in Yibin,Sichuan,China as an example.According to the oil depot existing equipment condition, the location,marketing environment, then we established 2 technicalfeasible planning based on the regional market place of oil sales forecasts. According to the basic theory of feasibility, we analysed the necessity of the expansion and technological transformation of thisoil depot,and then introducedthe capacity of the depot forecast, bank technology, fire protection, automation and other equipment and facilities,etc.And in view of the technological process, low oil precision, reservoir oil volatilization, the bottoms loading process and the oil and gas recovery unit was designed, as well as the latest oil depot automation control system.Finally, technical feasibility, investment feasibility, breakeven analysis and sensitivity analysis of the technological feasibility depot expansion were evaluated to verify the expansion and technical transformation project is feasible and the best scheme was established.By means of feasibility analysis of expansion and technological transformation of oil depot, the supervisor could know more specificly about the planning and coming evolution of oil depot. We could also explain the economic feasibility through quantitate analysis via economy analysis.
