Nowadays, the human resources are increasingly important in the enterprise, so strengthen human resources management and enhance the efficiency of enterprise management has become an effective way to improve the competitiveness of enterprises. With the advance of big data, Financial enterprises' human resource management change ushered in a new opportunity, this paper introduces the concept of evidence-based management, human resource management through evidence-based research, discovered a new scientific and effective human resource management to facilitate scientific enterprise managers to make effective decisions.By reading a lot of literature related to human resources management, evidence-based management, and other aspects of big data human resources, evidence-based change background,I put forward my own views. This paper focuses on the content and features evidence-based management, evidence-based management as the core of the "evidence" of the meaning of cloud computing implementation of the principle of human resource management and human resources applications of evidence-based change. This passage learns from other scholars, constructing financial enterprises' human resource management model while developing evidence-based human resource management implementation process.On the basis of theory, we analyzed some problems of state-owned financial enterprises of human resources management, and implement the advantage of evidence-based human resource management in state-owned financial enterprises, based on the application of evidence-based management practices of representative A financial enterprise, the passage aims to provide a reference for other companies to implement evidence-based management.Finally, this paper puts forward relevant countermeasures and suggestions from collecting scientific evidence, refining scientific evidence-based method, increasing technological data input to improve the Evidence-Based human resource management of the state-owned financial enterprises.
