Research On “Low-end Locking” And Upgrade Of Anhui's Manufacturing Industry

As the main body of the industrial economy,the manufacturing industry is an important support of the national economy.Its scale and level and its position in the division of the value chain is an important symbol of a country or region's comprehensive strength.Industry,especially the manufacturing industry has become the leading force in economic development in Anhui Province because Anhui is in the transition period from early industrialization to the late middle period of industrialization.The manufacturing industry in Anhui has developed rapidly in recent years,but the long-term low-end expansion caused by excess capacity,over-consumption of resources,environmental pollution and other issues are increasingly serious,with rising labor costs,as the province's population advantage is gradually weakened.In the vertical specialization and the new normal context,Anhui launched “Action Plan of Adjust the structure,transfer mode,promote the upgrade” to promote industrial upgrading.It is of great practical significance to study the upgrading of manufacturing industry in Anhui from the perspective of value chain and to promote the optimization and upgrading of Anhui manufacturing industry and sustainable development.According to the status and problems of manufacturing industry in Anhui,we use statistical data to analyze the development of manufacturing industry,the situation of division in value chain and the trend of industrial upgrading and to determine the manufacturing industry in Anhui is mainly in the low value-added links.Then use the panel data model to analyze the value chain low-end lock and influence factors of manufacturing upgrade in Anhui.And then puts forward some countermeasures and suggestions to promote the upgrading of Anhui manufacturing industry.The paper is divided into three parts:Firstly,it analyzes the development of Anhui's manufacturing industry and the status quo of its low-end locking.This paper uses the statistical data to describe the total quantity,the structure and the layout of the manufacturing industry in Anhui Province.Then,it analyzes the trend of the inter-industry upgrading and intra-industry upgrading of manufacturing industry and the ability of technology and market link in manufacturing industry of Anhui province.It is a point to combine with the status quo analysis to determine the location of the manufacturing industry of Anhui in the value chain division of labor.And then,clarify the necessity of Anhui manufacturing industry value chain upgrade.The results show that the manufacturing industry in Anhui has developed rapidly in recent years,the amount of trade and the amount of funds introduced to rise sharply,to participate in the value chain division of the increasingly deepened,but mainly to undertake the low-end value chain;the same time,inter-industry upgrading and industrial upgrading revealed a departure from the trend,the ability of technology and market links are weak;to determine the manufacturing industry in Anhui is mainly in the low value-added links.Secondly,empirical analysis is made on the existence of low-end value chain in Anhui manufacturing industry.Based on the panel data of manufacturing industry in Anhui from 2001 to 2014,this paper investigates the existence of the low-end locking of manufacturing value chain and the influencing factors of upgrading in Anhui.The results show that: Participation in global value chain division did not show a significant lock effect,but participation in the domestic value chain division led to manufacturing industry have been locked into a low-end;On the factors that affect the upgrading of manufacturing value chain in Anhui,the development level of producer services and the scale of enterprises and R&D intensity have a significant positive effect on the upgrading of manufacturing industry.Finally,the countermeasures to promote the upgrading of manufacturing industry in Anhui are put forward.
