Impact Of Knowledge Intensive Business Services On Regional Innovation Ability From An Human Resource View

The target of building innovative nation being established as strategicmission of China’s middle and long term planning in the 18 th CPC National Congress.The step of industry transformation and upgrading has being speed up at present.Against this backdrop,developing and perfecting the national system of innovation become a hot topic in recent researches.KIBS has played a positive role in the development of national economy and innovative economic,because there are some distinctive features of KIBS,such as high added value,high permeability and high specialization.However,there is an obvious gap between China’s services especially KIBS and developed countries in both output and industrial structure.Therefore,it is very important to conduct in-depth research about the contribution of KIBS to innovation and figure out the potential problems in China to orientate the future development of service industry,thereby realizing the smooth transition of economic base from resource-driven to innovation-driven and service-driven.Based on the analysis of the function and mechanism of KIBS of Chinese and foreginal experts,this paper first discussed the relationship between KIBS and regional innovation then using the theoretical model of knowledge-intensive service industry on the innovation mechanism.Secondly,the knowledge production function as a basic analytical framework for the empirical model is constructed which is based on the year from 2004 to 2013 of 32 provinces during the balanced panel data.study on the impact of regional innovation capacity from the industrial agglomeration and spatial agglomeration of two perspectives of KIBS.In addition,taking into account the impact of human capital on KIBS,further discussion of KIBS on regional innovation when there may be a threshold effect of human capital.Taking into account the regions of the countries,there are regional differences due to the different resource endowments,this paper investigated the difference in Eastern,Central and West regional innovation of KIBS on regional impact.The results showed that:(1)General view,knowledge-intensive service industries concentrated on regional innovation capability has a positive role in promoting,but the level of human capital would play a catalytic role in generating certain restrictions;(2)From the perspective of industrial agglomeration,knowledge-intensive service the role in promoting the impact of innovation is not very significant,and may receive the effect on the level of human capital;(3)From the East,middle and West regions of China,the eastern region should give priority to improve the level of human capital,while the regional capital of the central and western elements the impact of regional innovation is still the most significant.At this stage the Central and Western regions should continue to increase capital investment as the mainstay,and should expand the scale of enterprise development,local conditions,should not blindly expanding the level of human capital.
