Since 2009,when the Ministry of Land and Resources of the People's Republic of China launched the "A Map" construction nationwide,it has been constructed in all municipalities and localities and the next stage is application.Like any other information-related achievement,the application of "A Map" plays a crucial role in effecting such result to facilitate the management reform of land and resources.However,"A Map" applied in each of municipalities and localities exposes to such problems as no-use,under-use or non-standard use,though it has already been constructed.This study illustrates Nanjing Bureau of Land and Resources(NBLR)as an example,which is among the best practitioners of "A Map" construction and application.Analyzing the current applications,problems,causes and countermoves of its "A Map" could be favorable to improving the ideology of "A Map" applied in other municipalities and localities and enhancing "A Map" achievement to serve for the support of land and resources management.In this work,sampling survey and statistical analysis were performed to carefully examine the current application of each business subsystem of NBLR "A Map" platform,i.e.:"Approve","Supply","Use","Supplement","Query" and "Register".The finding suggests the under-use or non-standard use at all extents,while each subsystem has been put into application.Based on the current application,the causes to problems were identified in respect of technology and management.In terms of technology,the relational diagram of NBLR "A Map" business subsystem was constructed as per the management theory of land lifecycle.Compared to the available relational diagram of business subsystem,this diagram revealed the problems among NBLR "A Map" business subsystems,such as lack of coordination and failure of information sharing or business collaboration,And found that these problems were mainly related to the lack of a unified business model and data platform,no centralized system for data control and no centralized system for development of subsystems;with a view to management,by training the management theory and performing the method of questionnaire survey,"A Map"application personnel's feedback and suggestions for the training of "A Map" application were gathered and analyzed.This identified a series of problems arising from division of work,management of teachers,analysis of training demand and evaluation of training effectiveness concerning the training of "A Map" application.In response to the problems and causes of "A Map" application,the intended countermoves were suggested in respect of technology and management.As to technology,four countermoves were suggested based on the theory of land lifecycle management:business operation model,data sharing service platform,centralized management of land and resources basic data,centralized management of systems in order to address the problems of unavailable information sharing and business collaboration among business subsystems and promote a full use of "A Map"by application personnel;in terms of management,the countermoves as per the theory of training management was proposed,"A Map" training,organization and management mechanism applied by NBLR and PDCA-based training process system were established.Further,the suggestions for demand analysis,evaluation improvement and management of teacher resources regarding "A Map" training were proposed to underpin the "A Map"standard application.
