Since 2015, Premier Li keqiang put forward the "Public Entrepreneurships and Public Innovation "as China’s new national strategy, a range of documents of Central Committee--corporate institutions and tax policy related, have been promulgated one after another. On the one hand, under the background of the favorable policies, capital market promotion, stronger entrepreneurial atmosphere and rapid development of high-tech, the number of Public Innovation Place and incubators increased from more than 500 in 2005 to more than 2300 in 2015, Yunnan Province also increased to more than 100. The number of China’s Public Innovation Place and incubator are expected to 5000 by 2020. Public Innovation Place breeds the future of China’s new economy. Well-running and decent public service Spaces will not only nurture good corporates, but also have the significant guarantee effect for the promotion of local economic growth, promoting social employment, and facilitating wealth growth and innovation development. On the other hand, there are many problems, such as non-standard or un-regulating on running policies, lacking of entrepreneurial service capacities, most of them even can not make any profit to survive. The "double innovation" of Yunnan province is facing the shortage of entrepreneurial innovation subject, and the weakness of the resources integration ability. Yunnan tea industry is also facing the reality of slow growth, weak and scattered. Based on this fact, studying on the development strategy of Public Innovation Place in Yunnan province and forging a vertical industry entrepreneurial and innovation platform have a very important social and economic significance.Based on the QSPM model, this paper obtains the strategy options and proposes the strategy objectives, strategy framework and the strategy procedure to achieve the target of Yuncha Public Innovation Place, to ensure that it can build the core competitiveness and step into the path of sustainable development, and achieve the strategic objectives ultimately. The successful operation and development of Yuncha Public Innovation Place will explore a suitable operation mode and development path for the other vertical industries Public Innovation Place in Yunnan Province, so then putting forward a new development thought for the "double innovation" of Yunnan Province.
