Study Of Development Of New Rural Cooperative Medical System In Ningwu County

Medical and health services in rural areas is the key to development of "agriculture, farmers and rural areas" in China, is the major livelihood issue related to health quality of the rural population, as well as help ensure the sustained and stable development of the rural society and economy. In order to avoid "poverty caused by illness" phenomenon, China promulgated a new type of rural cooperative medical system in 2003, which took gradual pilot implementation in the whole country. As a system of farmers’ mutual aid, the new rural cooperative medical system is in the government’s organization, and farmers’ voluntary participation, where farmers pay part of their funds, and government subsidies the other part. Since the implement of the new rural cooperative medical system in 2007 in Ningwu County, nearly a decade of practice confirmed that the new rural cooperative medical system provided protection for farmers’ health, and is an important measure to achieve the public health service, implement urban and rural overall development, and promote the common development of the whole society. Due to differences in each region and aspect, and imbalances in regions’ social and economic development, this paper is to solve the practical problems caused by the system since then.The research is divided into four parts. First, under the background of medical and health system reform, it made it clear that the research is to solve farmers’ medical problems, reduce the economic burden on farmers brought by disease, and improve farmers’ health level. Second, it made analysis and conclusion of the new rural cooperative medical system’s participation, financing, use of the fund, participating farmers’ benefit, and participating farmers’use of medical and health services in Ningwu County. Third, it analyzed current system, main body, and environment problems one by one since implementation of the new rural cooperative medical system in Ningwu County. Last, it put forward effective measures to ensure sustainable development of the new rural cooperative medical system in Ningwu County.
