With the development of social economy, China also change from traditional agricultural, industrial country into information society. China’s information construction has made significant achievements overall. The promotion of information technology and the increasing of information talent make the level of information become the one main indicator of economic development.In general, the information level has greatly improved in China. According to the China Internet Network Information Center statistics: up to December 2015, China’s Internet penetration rate is 50.3%, more than the global average 3.9 percent, over the Asian average 10.1 percent, compared with the end of 2014 improved by 2.4%.At present China’s rural Internet penetration is 28.4%, compared with 2014 growth of 9.5 percent. The urban Internet penetration rate is 71.6%, an increase of 4.8%. Although the penetration rate of the Internet in rural areas higher than the urban, but a difference of 43.2%, the difference between regions is obvious.The development of information level in the process of information brought convenience to people’s life style, but it also brings us a new social problems, one of the most serious problems is digital divide, the occurrence of digital divide intensifies the imbalance of social and economic development, especially the income gap between urban and rural areas, and the information is of great effect on the income gap between urban and rural areas.For the income gap between urban and rural areas, scholars have carried on the thorough discussion, but the main research perspective focus on financial development, education, urbanization, fiscal policy, system construction, etc. However, the existing literature on the information on the income gap is less influence mechanism. The past two years have scholars involved in literature information on the impact of income gap mechanism, but needs further study, informatization development promote mutual exchanges and interaction between the region, with significant spillover effects and interdependence, research in this area is less.This article investigate the information and its spillover effects on the income gap between urban and rural residents. The logic of the study:Theory research, through the income gap, information technology,the digital divide related literature and theory study, from the essence of informatization, the digital divide analyzes mechanism of the influence of income gap. By using empirical and factor analysis to our country’s 31 provincial comprehensive measure information level, Build related econometric model to analyze the information on the effects of urban and rural residents income gap,at last according to the empirical results put forward relevant policies and Suggestions.According to this article, choosing informatization measurement is one of the most important things. Society development index and the national informatization index system are widely used in china. But in recent years these two kinds of measurement methods, updated frequently, and only uses the data of recent years.In this paper,use 14-year so this article combines the above two measurement methods, finally chose 16 indexs and on the basis of the established the national 31 provinces from 2001 to 2014 years of informatization level of comprehensive evaluation. In order to exam whether is suitable for using spatial econometric methods,Firstly, based on the explanatory variables were global and partial autocorrelation test, and at last this article is for the finalization of the model is fixed spatial and time period fixed effects Durbin model, At the end of the paper through the direct effect and indirect effect space Durbin model decomposition of informatization level of the empirical analysis to the influence mechanism of urban and rural residents income gap.The empirical results show that the selected time fixed space durbin autoregressive model, the spatial lag coefficient is positive, and significant under 1% significant level, illustrate the various provinces and cities of the country’s space of the income gap between urban and rural areas have a positive spillover effect. Information level factor under the 1% level, the direct effect and indirect effect total effects were significantly positive.The income gap between urban and rural areas are positive effect, Informatization level is higher, the greater than the income gap between urban and rural areas, This article is consistent with the predicted results, there is a digital divide between urban and rural residents increased income inequality, But because our country is in the preliminary stage of informatization development, in the process of informatization development pays attention to the quantity, and didn’t pay attention to quality, further widened the income gap of urban and rural residents. Per capita GDP at 5% under the indirect effect is significant but positive and direct effect is not significant. This shows that economic development level is obvious spatial spillover effects, the level of urbanization under the significance level of 1% indirect effect is significantly positive. Economic openness coefficient under the 5% level, the direct effect and indirect effect and total effect were significantly negative, Industrialization rate coefficient under 5% level direct effect is significantly positive.Form this paper we can conclude that:Informatization level is closely relative to the increase of urban and rural residents income gap, this is because of our contry starts relatively late, at present is still in infancy, At the same time our country’s information infrastructure and the application of information technology, information talents such as regional difference is very serious. At the same time Economic development pays attention to the number but failed to meet quality requirements. If we can reduce the information level of the income gap between urban and rural areas to expand the reinforcement can break the information level of the imbalance of urban and rural areas, so as to realize the compatibility. Such as can consider to develop the industrialization and informatization from the aspects of information technology infrastructure facilities to balance urban and rural residents, reducing distribution imbalance between urban and rural areas. In the western region and rural talents are scarce, and the wide city far north, so on the one hand to independently develop, but on the other hand, introduced from other provinces, need to be done at the same time, the cultivation and introduction of high-end talent information. Spatial spillover effect between regions at the same time, the regional resource endowment is different, can consider to develop their own advantage industry, to strengthen economic cooperation with other provinces and cities at the same time, to reduce the income gap between urban and rural areas.
