Research On Comprehensively Deepening Reform Of State-Owned Coal Enterprises

In recent years, faced with the severe overcapacity in coal production, the gradually reduced demand, and the increased environmental pressure, the state-owned coal enterprises are confronted with new development dilemma. therefore, the 《Decisions of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform》 approved by Third Plenary Session of the 18th CPC Central Committee, requires that the state-owned enterprises must comprehensively deepen the reform.as an important link in the chain of reforming state-owned enterprises, the state-owned coal enterprises carry the historical task of the economic development, the progress of the society and rejuvenation and prosperity of our nation,the development strategy of comprehensively deepening the reform, is mainly driven by the government, but for now, there are some issues while the government promotes the process of deepening the reform in coal enterprises due to complicated and varied reasons. therefore, the state-owned coal enterprises should be under the leadership of the government, fully analyze these issues and their reasons, optimize the government promoting strategy constantly, and promote the healthy and sustainable development of the state-owned coal enterprises.Based on the reform of the state-owned coal enterprise, this paper, studies the problems and their main reasons while the government promoting the process of deepening the reform in the state-owned coal enterprises, and provides optimization countermeasures by taking Shenhua Baotou energy Co.,Ltd (hereinafter referred to as the Baotou energy company) as an example.the first part mainly elaborates some relevant concepts and theories, including the state-owned enterprises, coal enterprises, clean energy and so on, and then analyzes the main characteristics of the state-owned coal enterprises and urgency of comprehensively deepening the reform.The second part focuses on analyzing the process and the achievement of Baotou Energy Company’s reform. The reform process is divided into five stages, and the achievement of the reform mainly refers to that the scale of enterprises grows, comprehensive strength is enhanced; management mechanism is changed, vitality is increased constantly; economic structure is optimized further, level of profitability is improved; policy support becomes stronger, and the burden is reduced gradually.The third part fully analyzes the problems while the government promoting the process of deepening the reform in the state-owned coal enterprises, and studies the main reasons of those problems which mainly refer to that the incentive mechanism is not perfect, the level of scientific and technological innovation is low, asset supervision is inadequate, mixed ownership economy is lacked, the national tax policy is not perfect and the transfer of social functions is not complete and so on.As to the reasons of the problems appeared while the government promoting the process of deepening the reform of Baotou Energy Company,the fourth part puts forward with improvement suggestions from the perspective of improving the incentive mechanism of the state-owned coal enterprise, deepening the reform of science and technology system, pushing the reform of property rights system, introducing and improving the mixed ownership economy, improving the tax management system, and handing out the company’s social functions thoroughly and so on, in order to give some new optimization ideas for fully deepening the reform, and meanwhile, provide reference for similar enterprises to implement their deepening reform strategy.
