Expressways play an important role in perfecting the road system construction and improving the road technical class in China,and also make a great contribution in terms of stimulating domestic demand,promoting the social investment growth and driving the development of regional economy and the energy saving.China started to construct expressways more than 20 years ago,and now the mileage of the expressways ranks first in the world,which is closely related to the implementation of the expressway tolling policy in China.However,in recent years,with the appearance and disclosure of the public events such as “high tolling price”,“the effect of the tolling highways on high cost of the logistic”,“expressway sector is a high-profit industry” and etc.,the expressway sector gives the public an impression of “more focus on the business operation instead of the publicity,negative impact on the social fairness and economic development”,which obstructs the further construction and sustainable development of the expressway in China.Due to the particularity of the expressways,such as publicity and marketability,the tolling policy,especially the tolling standard is involved with the benefits of the expressway investors,the road users and the government,how to balance the benefits of three parties and relation between the publicity and marketability of expressways is crucial for the preparation of the expressway tolling policy.As for the question,in this paper,from the point of view of the relevant theory of the public management,a theoretical and empirical study on the expressway tolling policy in China was conducted with an aim to get a balance between the publicity and marketability of expressway tolling.Based on the reference to the study outcomes of a large number of domestic and overseas expressway tolling theories,the publicity and marketability of the expressway and its operation pattern are stated by means of the application of the public management theory,the correlative analysis on the expressway operation and its particularity is conducted,the main practices of balancing the publicity and marketability in the typical countries around the world are summarized,thus the analysis on the particularity of the expressway is finalized.Secondly,by reviewing the development history and stages of expressway in China,this paper analyzes the tolling system framework of the expressway in China,summarizes its main features,analyzes the formation mechanism of tolling standard,and introduces systematically the development of expressway tolling system in our country.On the basis of these,setting the expressway in Jiangxi Province for example,the paper analyzes the public-private dilemma,the investment and financing situation,and explores the direction of reform and improvement of the expressway tolling,and provides a path selection and related measures for the reform of the expressway tolling policy with a view to balance the relationship between publicity and marketability and to take into account the road users and the government at the same time in order to let tolling expressways be the lubricant of national economic and social development instead of just money-making industry.Thus the healthy development of the expressway industry is available to get win-win situation for the investors,road users and the government.
