The Influence Of Resource Based Rural Mineral Development On Farmers' Income

How to improve rural residents' income has become one of the important problems about economic development and national destiny. For a long time,the vast central and western regions play a vital role in national economic development as the bases of basic energy and raw materials. At the same time, there are many profound problems in these areas, such as unbalanced economic structure, serious destroyed ecological environment, more unemployment and poverty population, single-industry structure, obvious gap between rich and poor, added social contradictions, and which is even more seriously in resource-based rural areas. With resources exhaustion and the decline of economic cycle, most resource-based rural areas started with resources exploitation are facing severe test of transformational development, and how to improve residents' income becomes an urgent matter.This paper use "Externality theory", "Crowding-out effect" and "Resources development cycle" to analyze the transmission mechanism of residents' income about resource exploitation in resource-based rural areas,and points out that residents' income is mainly affected by two ways.one way is resources exploitation directly,which can provide more job opportunities and increase incomes by resource proceeds dividend payment.the other way is indirectly affected by changing the factor of farmers' income.The paper makes an empirical analysis on coal exploitation about a village in Yuzhou, Henan, and studies on variation characteristics of local residents' income, then it is pointed out that there exists problems in local residents' income of resource-based rural areas, which are poor stability, lagged growth, income structure imbalance and obvious gap between rich and poor.At the end of the article, the policy suggestions are put forward to increase farmers' income, including instructing cycle system of coal industry, protecting ecological environment, perfecting economic structure of resource-based rural, promoting economic transformation, strengthening vocational education and skill training, improving the quality of labor force, enhancing government supervision and law enforcement, protecting the legal rights and interests of labors.
