Study On The Effects Of Rural Compact Community On The Development Of Agriculture Industry

It is a common sense that rural development is the most challenge part in the construction of a moderately prosperous society. During last ten years, Sichuan experienced two rounds of provincial new rural construction with the features of compact community. The compact community broken the original balance among the "production, living and ecology" (referred to San Sheng), which led to possible benefits and harms to agricultural production.Based on the first-hand data in Sichuan, this study takes the interaction of new rural construction and industrial development as research objects, aiming at clarifying the mechanism of the impact of compact community on the small-scale agriculture and evaluating its practical effects on agricultural industrial development. Using agricultural location theory, the theory of agricultural development, agriculture versatility theory and urban and rural theory, this study analyzed the mechanism of the impact of compact community of the rural on agricultural production factor in detail. After reviewing the achievement of new rural construction in Sichuan, it summed up three types of industries development:the urbanization’s driving, the leading of preponderant and advantageous industries and "agricultural brigade integration" relying on resource development, then and further analyzed the practical problems of peasant settlement and the industry development of agriculture. On this basis, according to Chengdu, Deyang, Ziyang and other cities’ 82 administrative village cadres’ survey data, we analyzed the interaction between compact community of the rural and the agricultural industrialization’s key indicators including the new business entities and moderate business scale.There are some main conclusions:(1)The extent of compact community of the rural in Sichuan developed rapidly, which is in parallel with the process of modern agriculture’s development.(2) Compact community of the rural has a positive impact on the development of the agriculture industry, such as expanding the scale agriculture production, the increase of new business entities and improving the social service.(3) Compact community has a negative effect on the traditional agriculture production and rural ecological balance, but based on this stage, moderate scale compact community of the rural is beneficial to the modern agriculture and the positive effect is greater than the negative.(4)Restricted by the factors such as the topography and the scale of compact community, not all grassroots people is satisfied with compact community of the rural and the development of industry, but overall, this stage’s achievement of compact community of the rural is still positive that is conductive to deepening the new rural construction.Based on the conclusion, this study proposed four suggestions:(1) to motive market role and innovate mechanisms, guiding the industrial and commercial capital to support the new rural construction; (2) to adapt to local conditions, adhere to the construction of new rural roads in Sichuan characteristics; (3) in accordance with the "popular entrepreneurship innovative "ideas, develop modern agriculture, rural talent; (4) to sharing, exploring new model of rural community self-government units.
