Research On The Development Of The Small Farmer Science And Technology Park In Helingeer County Of Inner Mongolia

China’s existing agricultural extension service system has many shortcomings; especially the "last mile" problem has seriously restricted the transformation and application of agricultural scientific and technological achievements. In the article, the author analyzes the current situation of agricultural technology popularization and use in Helingeer County, Inner Mongolia, and focuses on the research on the development pattern of Small Farmer Science and Technology Park. Through research, we can find out that the land system should be innovated in rural areas, and the government should put forward more favorable policies to ensure that the farmers can master the advanced agricultural technology, so as to enhance the quality and efficiency of agricultural production, promote agricultural production and farmers’ Healthy development of agricultural economy.This paper takes the case of Small Farmer Science and Technology Park. in Helingeer County, Inner Mongolia, analysis the problems during the development process and the factors constraints of development, put forward relevant recommendations, so as to improve the development level of Small Farmer Science and Technology Parks in Inner Mongolia Autonomous Region.This paper first elaborated the definition and connotation of the small-scale Science and Technology Park, and introduced the main pattern and experience of the development of science and Technology Park at home and abroad. Based on the field investigation and data collection, this paper sums up the development status and development effect of the Small Farmer Science and Technology Park in Helingeer County, Combine with the natural conditions and policy environment of Helingeer County. Through the analysis, it points out the obstacles to the healthy development of the Small Farmer Science and Technology Park in Helingeer County: firstly, the scale of land transfer is very difficult; secondly, the shortage of production funds seriously restricts the development of small-scale science and technology park;, The park construction progress imbalance; four is the grass-roots agricultural technology promotion team older, professional talent is not balanced.Aiming at the problems existing in the development of the Small Farmer Science and Technology Park in Helingeer County, Inner Mongolia, Here are some proposed countermeasures and suggestions:(1)perfecting the land transfer mechanism, speeding up the establishment and perfection of the suitable rural characteristic Social security system, and actively carry out the rural land ownership registration and certification pilot work to establish and improve the transfer of land management rights market, through market regulation, and actively guide the rural land rights to achieve a scientific flow, so that can further reflect the value of land, improve agricultural intensification;(2) the government should strengthen the support to Small Farmer Science and Technology Park construction fund, at the same time, improve the agricultural insurance system, strengthen the support to the insurance of agricultural products, and reduce the risk of agricultural production;(3)to strengthen infrastructure construction, to improve the social service system, to strengthen the service system of small-scale farmers, to strengthen the development of small-scale science and technology parks;(4) to strengthen the construction of grass-roots agricultural extension team to the expert group as the basis, the selection of the main varieties and the main push technology to agricultural extension for the technical support of technical personnel to promote agricultural technology extension services,, In-depth technical guidance work to model households as a carrier, radiation to promote the surrounding species of farmers to improve farming technology content, and comprehensively promote agricultural science and technology services into the village households, to increase agricultural income, farmers get rich.
