With the fast development of economy in our country, the energy consumption is growing sharply.And lack of energy become the hinder of further development of the social,and our economy.And it is the bottleneck to improve people's living standard. environment pollution problems derive from energy consumption need to be solved right now.Therefore,energy conservation and emissions reduction becomes one of the most important tasks in our country at present. So,in order to save energy and reduce emission, putting carbon emissions into the research of energy efficiency, energy saving potential is of very important.This article put unfavourable output into “input-output”of DEA model.It estimated the energy efficiency with the constraints of carbon emissions.The results show that,energy efficiency with carbon emissions constraints is much higher than the energy efficiency with no carbon emissions constraints. Then,the article defines the theoretical energy-saving potential and the actual energy-saving potential.We conclude that the energy saving potential using regional data is much smaller than the energy saving potential using national data in the western and middle regions.The actual energy saving potential of the western and middle regions can't use eastern region as the standard, otherwise it will exaggerate the energy conserving potential of the backward area.The energy saving potential using national data and national data have little difference in the eastern region.Therefore,scientific evaluation of energy efficiency and energy saving potential under the restriction of carbon emissions in all provinces,is significant to guide regionals to achieve energy conservation and emissions reduction goals.Based on the above results, this paper put forward differentiate policy,in order to make energy-saving emission reduction policies more targeted, more operational.
