Coal is the basis for the country's energy, sustainable development of the national economy is significant. In order to make positive and healthy development of coal enterprises, most of the domestic and medium-sized coal enterprises have implementeda performance appraisal, job appointment, job subsidies and other incentives as a symbolof the management system. But in the actual operation of coal enterprises, there are some problems exist in varying degrees in rationality, objectivity, in terms of incentives, makingthe effect of performance management and incentive system greatly reduced. Due to historical reasons, and labor-intensive, poor working conditions, higher risk factor, combined with the relatively low overall quality of the staff and other factors, the coalbusiness performance assessment work has been relatively backward. Judging from the past, implementation,performance appraisal too much attention to coal production and productivity, while ignoring or even completely failed to involve business and staff development index, which is a common feature of the majority of our current coal enterprise performance appraisal system.Shendong company is currently implemented only way subordinate superiors assessment examination, the presence of absence of monitoring mechanisms and other issues, can not guarantee the objectivity of the assessment. In this study, Shendong Coal Company, for example, first analyzes the eastern coal company Shenhua existing problems of performance appraisal system, enrich the content of the assessment, the reconstruction of the evaluation system, the main idea is based on the balanced score card(BSC) and key performance indicators(KPI) to extract the performance indicators, the main concern of the financial performance, internal evaluation, process optimization and efficiency improvement, staff development four performance dimensions. Through the analysis of departmental responsibilities and staff job description extracted form the department, employee assessment index system and departments, employee performance evaluation. After determining a good indicator system, using the Delphi method to identify indicators in order of importance,Delphi scoring process is mainly selected five familiar with the activities of the coal industry,manufacturing operations and human resources experts Shendong company was the assessment department managers; according to sort results to determine the importance of the importance of the matrix, and then to standardize the calculation results of AHP index weight distribution, the final completion of the construction of the performance appraisal system. Finally, the new performance appraisal system, Shendong Coal Company empirical application of performance appraisal of the effectiveness of the new performance appraisal verified.
