Development Problems And Countermeasure Research Of Guizhou Non-profit Science And Technology Services Organization

Science and Technology Service Organization can effectively promote the information docking between technological development and productivity, and the development of which plays a significant role in promoting the transformation of regional Scientific and Technological achievements as well as technological innovation. Science and Technology Service in Guizhou Province which started after the Third Plenary Session of the 18 th CPC Central Committee 30 years ago, is now still restricted by several elements including economy, innovation ability, the degree of marketization, and is in the initial stage compared with the national average level. Through survey it is found that the existing Non-profit Science and Technology Service Organization accounts for 80% of the total, and existing literature on this issue is sparse.In this paper, status and effectiveness of Guizhou Non-profit Science and Technology Service are analyzed and summarized through the investigation and study method. From the four angles of market, government, enterprises and institutions, existing problems are summed up, which are imperfect Science and Technology Service market, unbalanced distribution, lack of financial security and incentive mechanism in the development, imperfect policy system and immature industry association. The main reasons of those problems are analyzed one by one through the method of combining theory with practice.Finally, based on the reality of Guizhou, countermeasures in five aspects are suggested: to speed up the construction of Technology Service Market, to identify policy responsibilities and create developmental environment,to accelerate the construction of agencies, to lift capabilities for enterprise services, and to enhance the industry self-discipline and service management level. Those suggestions will help non-profit service agencies to locate their market positions, to strengthen organization ability construction, to enhance market competitiveness, to function as bridges and bonds, to promote the integration of technology and economy in deep, and to accelerate technological innovation and achievement transformation, so that the Scientific and Technological innovation will lead industrial upgrading, and higher level of economy will be achieved.
