The progress of developing endowment insurance system, which is need multi-channel source of funds, multi-level form of safeguard and socialized management and service, is accelerating. To build occupational annuity system and develop compensatory endowment insurance is necessary for the multi-level form of safeguard. In 2015, the state council issued the measures for occupational annuity of government and public institutions. It formally proposed the establishment of occupational annuity. During the establishment and development of the occupational annuity, there will be some problems and difficulties need to be solved. In view of this, the paper will study on improvement of China’s occupational annuity.Based on multi-pillar endowment insurance theory, this thesis defines the meaning of occupational annuity from the view of its notion, characteristics and functions. It also analyzes the problems of present China’s occupational annuity and its future threats and challenges. Besides, comparing with American TSP Plan which is similar to China’s occupational annuity, this thesis gives some revelations to our development by analyzing Americans’. In the last part, this thesis verifies several relationships that China’s occupational annuity should deal with and a targeted refinement way in the light of previous section.Innovation of this thesis mainly lies in the research of the right to autonomy choose of occupational annuity and loan program. Autonomy empowers worker to choose portfolio investment on his own situation and risk appetite. In addition, this thesis puts forward the occupational annuity loan program should be explored and implemented by providing owner a limited-use loan service from his account to satisfy certain case of necessity.
