A Research On The Implementation Of “Negative List” System For Market Access

The 16 th meeting of the Central Leading Group for Deepening Overall Reform approved a guideline for adopting a negative list approach for regulating market access. Adopt market access negative list is of great significance. It is main switch of the transformation government function, and helps market to play it's decisive role in resource allocation. Also it can contribute to build a new system of the open economy. But the concept of Market Access Negative List is always confused with Foreign Investment Negative List. In order to unify understanding of Market Access Negative List, dissolve the misunderstanding of domestic awareness, and focus academic research, this article, based on the reforming background of negative listing, compares Market Access Negative List with other market-access policies to parse the concept of Market Access Negative List.This research takes Chongqing as an example, analysis the practice of the reform of the Market-access negative list in the provincial level. The reforming background of negative listing in Chongqing was researched. The great significance of adopting negative list in market access was found. On the account of the background analysis, the example of the comparison and analysis on items was taken to show the process how the Negative List Chongqing version was suggested to enact, during which the obstacle factors and risks in the implementation of “Negative List” system for market access was analyses.
