The Research On The Performance Of Rural Minimum Livelihood Subsistence Guarantee System In Wuling District

Constructing and improving the rural minimum living security system is one of important people's livelihood engineering in our country. Since 2007, the birth of "official" rural minimum living security system, in the process of beginning to carry on the policy from pilot work to formal "legal system" and "institutionalized", rural poverty alleviation work has obtained the rapid development, the majority of peasants really enjoy the achievements of the construction of socialist culture,this has played an important role in solving the problem of farmers' basic needs. However, during the actual operation process, the system also inevitably appear a series of problems: low object modes of injustice, the threshold level is low, insufficient funds and low standard of stability is poor. The emergence of these problems is the author traced back motivation and inspiration.In the third session of the Eleventh National People's Congress, prime minister LiKe qiang pointed out in his government work report, comprehensively build temporary assistance system, constantly improve the standard of urban and rural subsistence allowances, disabled soldiers, Chinese and old problems of returning veterans about pensions and living allowances were increased by more than 20%, fully shows the emphasis given by the national government to further perfect the system of Rural Minimum Livelihood Subsistence Guarantee. Based on the analysis of the previous studies, this paper detailedly demonstrate the historical construction of the Urban and Rural Minimum Livelihood Subsistence Guarantee System, the current problems of the rural minimum living security system as well as its related theory, at the same time, in order to choose to establish index system in the principal of whole integrity, scientificity and rationality, objectivity and practicality, utilizing the methods of theoretical analysis and empirical research. This paper, respectively research on the three aspects of financial support system, internal design system and social effect and combine with existing statistical data at the same time, will try to investigate the operation performance effect analysis and evaluation of Rural Minimum Livelihood Subsistence.Guarantee System in WuLing mountain area at XuanEn county in HuBei Province and SangZhi county in HuNan Province. In consideration of the local economy, society and life development characteristics and operation of the villages, this paper will put forward some possible constructive suggestions from rural livelihood subsistence allowances system design, operation, supervision and management, and other aspects and perfect and improve the subsistence allowances in rural areas work as well as provide valuable reference materials for our country.
