The Research Of Technology Evaluation About The Energy Industry In Hunan Province

In the context of State Council approved the "middle reaches of the Yangtze River City Group Development Plan" clearly states rely on the existing industrial base and comparative advantages, speed up industrial restructuring and upgrading, building a modern industrial system with regional characteristics, to achieve coordinated development of industry.It is the significant mission that energy enterprises of Hunan province are charged with the guarantee of the urban agglomeration about Changsha, Zhuzhou and Xiangtan. Nevertheless, both theoretically and practically, the issue of technical evaluation predominates in the process of changing the economic development. This paper uses “entropy weight method” and “weighted sum method” to construct the recycling economy effectiveness index and the technical security index in thirteen prefecture-level cities of Hunan province about energy industry, and then, respectively, to penetrate the impact effect of index weight score about the evaluation of energy technology. The result show: First, compared with technical security, the recycling economy of energy industry does not be valued by every prefecture-level city. Second, the development of energy industry, influences mainly by policy, is modeled by aim-based accounting standards and does not extrude market competition factors. Besides, the achievements of technology and research do not change adequately into energy industry's productivity. Third, in every prefecture- level city, centralizing exceedingly these three indexes—R&D of the staffs' number, R&D of funds investment and granted patent approvals, is good for researching and developing the high technology industry and creating the new type apparatus; however, it is bad for manufacturing technology massively and popularizing and applying achievements.Hunan Province in which the current energy industry development status, to achieve the diversification of the energy consumption structure of Hunan, excitation energy industry technology innovation impetus balanced and coordinated development of the energy industry around the city, from the need to implement the following aspects: First, optimize the energy structure and reduce coal consumption ratio. In "Tan" city group as the representative central cities as the focus, the focus of the coal field in an orderly way "coal to gas" projects, and actively and orderly development of liquefied natural gas vehicles and compressed natural gas vehicles. Second, innovation-driven development, emphasis on energy technology research and development. Develop long-term energy industry technology innovation policies, the establishment of clean and efficient use of coal, the energy industry to increase tax support technological innovation, as well as elements of technological innovation, strengthen energy personnel. Third, strengthen technology, deepen the reform of the energy industry. Encourage and support qualified, capable and motivated to participate in non-traditional energy industry technology and alternative competition, development of proactive technology and alternative plans to enhance the core competitiveness of technology in key areas important node industry. In short, the government should improve resource conservation and environmental protection degree of attention, increase investment in pollution control, and to solve the fundamental problem, still we need to build attractive talent introduction policy, accelerate technological innovation, increase funding for research and development investment, promoting technology integration of new energy industries, production and improve corporate environmental green production, allow enterprises to make outstanding contribution in the field of energy saving, realize the sustainable development of the energy industry in Hunan Province, "the middle reaches of the Yangtze River city group" construction.
