For nearly 40 years, China's economy has grown rapidly, which has been attracting foreign-funded enterprises around the world investing in China one after another. Foreign enterprises usually establish their China headquarters to manage all subsidiaries and use Budget to do enterprise management. The budget which use financial report as budget result and use financial index to measure budget implementation result has defect for the long term company development.Budget base on strategy and combine with Balance Scorecard can establish budget index from finance?custom?internal operation?study and develop, can balance the develop of short term and long ter, inside and outside, financial and non-financial index.S China company is S Group's headquarter in China, and its total asset amounts to RMB5 billion. In China, its business mainly focus on utilities including water(municipal water including water supply and wastewater treatment as well as industrial water including industrial water supply and industrial wastewater treatment), power(coal-fired power, wind power, steam power). S has more than 20 subsidiaries(its equity >80%) and joint-operation entities(30%< its equity <50%). With regards to its Group Headquarter's strict budget management system and unpredictable domestic market, S company focuses on budget formulation, budget implementation, cost control and performance evaluation. This thesis will introduce S company's budget system in detail and reach certain conclusion.
