Research On State Grid Prefecture-level Electric Enterprises' Strategic Performance Evaluation Based On Improved BSC And Its Application

With the fierce competition in electricity market, strategy plays a significant role in the development of State Grid. And the strategic performance is the key point to affect the result of enterprises' strategy-implementation, even has an effect on the status in the market. Therefore, in order to increase strategic performance and obtain competitive advantage, it's intelligent for companies to build a scientific and systemic performance-evaluation index system and model. Based on Balanced Score-Card and Fuzzy Weighted Average, this paper builds a comprehensive system and model for State Grid to evaluate the strategic performance roundly and accurately, and then it's helpful for the prefecture-level electric enterprises to increase the performance.First of all, in view of the research background of the thesis and literatures from abroad and domestic, the paper gives the goals and significance for researching the strategic performance evaluation and introduces the structure and methodology of the thesis.Secondly, the paper analyzes methodology, key researching problems and technical route. Then there gives a review of the fundamental theories in the research, which including the theories of strategy, strategy management, strategic performance management, BSC and FWA.Thirdly, the paper has an analysis on the characteristics of prefecture-level electric enterprises and PEST on the strategic environment. Based on these analyses, we add two dimensions(i.e. “Responsibility” and “Environment”) into BSC to evaluate the strategic performance systematically with six dimensions, which is feasible. After improving BSC, we build some math models to calculate and standardize the data when evaluating and introduce Analytic Hierarchy Process to obtain the weight of indexes. Then we build an evaluating model with FWA.In the last part of the thesis. There is a case study for applying the index system and evaluating model in a State Grid prefecture-level electric enterprise D, which proves to be feasible and effective. And then we give out the conclusion and have some expectation for further research.
