Motivation And The Policy Implications Of The Industrial And Commercial Capital Into Agriculture

With the transformation and upgrading of the rural economy,agricultural,industrial and commercial capital to enter the "company + peasant household","company + base + farmer" and "order agriculture" wait for a variety of patterns,to speed up the pace of the development of modern agriculture.But in the process appeared "non-staple","non-agricultural",large area of land,and as a result of the enterprise management caused by unsustainable social instability.In order to solve the above problems,the central file no.1 in 2016 to encourage and guide the industrial and commercial capital to the rural development is suitable for the modern enterprise management of planting and at the same time to improve the industrial and commercial capital lease land access,regulation and risk prevention mechanism.What should encourage and support the business capital enterprise through leasing farmland is engaged in the planting,this needs to explore the motivation of industrial and commercial capital into agricultural enterprise at the very beginning(because of under different motives into agricultural capital for industry and commerce enterprise management benefit and its influence on the development of the modern agriculture is completely different),but few studies in this field.This paper based on field investigation and research of 46 agricultural enterprises in Henan province plans to extend from industry,industry associations,industry development,industry transfer,industry blind speculation in six aspects,and industry on the motivation of industrial and commercial capital into agriculture discussion,to lead the industrial and commercial capital into agricultural science put forward the corresponding policy recommendations.Through investigation and research of 46 agricultural enterprises in Henan province and analysis of specific cases,this paper argues that two categories,industry extension and industry association is the ideal of industrial and commercial capital to enter the initial motivation of agriculture,the two types of business of the original investment main body of the industry and agriculture have good correlation,purpose is clarity,risk ability is stronger.Industry development,industry transfer and industry blindly follow these three kinds of enterprise investment main body of the original nature of the industry is given priority to with real estate,industrial and mining or comprehensive investment,all is "a piece of white paper" type of direct investment,if the of in-depth understanding of the agricultural enterprises,or prepare adequately,and the lack of scientific planning,to seek,risk estimates for future management of farmland in the period of less than,can loss-making,even unable to continue as a going concern,or "non-agricultural","non-staple" phenomenon;Only those who are looking for the good profit points or profit pattern of enterprise,will continue to operate.Industry speculation types of enterprise is actually a kind of "impure motives",won't produce beneficial for agriculture demonstration,lead and promote,"non-agricultural","non-staple" tend to be the most serious.The motivation is important to prevent.In this paper,in the lead the industrial and commercial capital into agricultural industry extension and industry association to encourages two kinds of motivation types of industrial and commercial enterprises in agriculture,highly speculative motive types of industrial and commercial enterprises to enter the agricultural prevention industry,correctly guide industry development,industry transfer and industry blindly follow three motivation types of industrial and commercial enterprises in agriculture,must demand the enterprises to formulate scientific development plan and then find the profit point of management of farmland.
