| City is the most important carrier of ecological civilization.Urbanization,which is regarded as the only way of social development,is also the objective request to realize the compatible development of city and rural areas.However,with the burst of urban expansion,traditional model of urbanization development appears a series of problems which include the waste of land resources and ecological environment deterioration.Therefore,in the 18 th National Congress of Communist Party of China,‘the Ecological Civilization Construction' was proposed to list in the overall arrangement of the ‘five-in-one' Chinese socialist modernization construction.It was pointed that ‘the construction of Ecological Civilization was the long-term strategy which concerned the welfare of people and national future'.In the 2013 central work conference of Urbanization,it also pointed out that the requirements to develop the ecological urbanization included the building of ecological civilization,the boost of green development and cyclic development.The aim of these requirements was to reduce the destroy and impact on the environment,to achieve the intensively and economically utilization of land,water and natural resources as well.Hence,we need to build a scientific and reasonable urban pattern in order to adapt the environmental carrying capacity.For the purpose of building a new eco-urbanization which is the integration of a “intensive,intellective,green and low-carbon”method,the idea and principle of ecological civilization should be integrated to the whole process of urbanization construction.Therefore,eco-urbanization is the new sustainable development direction of urbanization.In the paper,Huiji district of Zhengzhou is selected as the research object.Based on the relevant theoretical basis of urbanization,eco-urbanization,as well as sustainable development and ecological theory,the research discussed the existing problems of urbanization in Huiji district from 2011 to 2015,questionnaire surveywas used to analyze the results.Assessment indicator system was built using the quantitative analysis to discuss the different development level between traditional urbanization and eco-urbanization in Huiji district.Coupling harmonious degree evaluation model was also used to compare and analyze the harmony and harmonious development between urbanization and ecological environment.The main points of conclusion was as followed:(1)The main problems of the Huiji district urbanization are the backward ideas,the expansion of the traditional land is still remain,in the other hand,the ecourbanization concept can not to implement;The Huiji district economic develop level is the lowest in Zhengzhou five administrative district;The low land utilization rate,the vacancy rate of 2.17%;The less land management and public input,relocation housing construction and matched public installations develop can not to get up to eco-urbanization development speed;The ecological environment deterioration,between the 2011 and 2015,in Huiji district,the eco-urbanization growth rate rise14.6%,but the annual good air quality days decline 35.4%,the air pollution and water pollution are serious accompanied by industrialization development.(2)The results shows of that questionnaire survey: the people's very satisfactions rate with ecological environment rate is 6.25%,general satisfaction rate is 28.8%,unsatisfactory rate is 25.4%.Among the questionnaire survey,the people more satisfied with the green land construction and park planning;they are not satisfied with the air pollution,garbage pollution and water pollution.In the questionnaire survey of the Huiji district need to improve public service,survey respondents urgent demand are the ‘Ensure the drinking water and air quality',‘Sufficient education',‘Convenient public transportation' and ‘Improving healthcare'.In the questionnaire survey,the survey respondents generally believe that during the Huiji district urbanization development,the Huiji district government need pay attention to the protect of ecological resources and improvement of ecological environment.(3)Evaluation results of Coupling Harmonious degree for the Eco-urbanization of Hui Ji district showed that: In 2011-2015,Huiji district urbanization growth rate raised year by year.The composite evaluating index shows that the growth rate is27.6%,but the ecological environment decreased year by year,2011 to 2015 the composite evaluating index of ecological environment decline 19.2%.The Coupling harmonious degrees of both urbanization and ecological environment are above the0.8,it is means have the good coupling coordination degree,but both of theurbanization and ecological environment coupling harmonious degree development degree below 0.28,that means the urbanization and ecological environment developed are not consistent.Otherwise,in 2011 to 2013,the urbanization development backward the ecological environment development,but from the 2013,the ecological environment development backward the urbanization development,the both of them are not have a good coordinated development. |
