The high and new technology enterprise is the knowledge-intensive and technology- intensive economic entity, and its typical characteristic is to highlight the enterprise's core independent property right. And the research and development personnel is the key force for the enterprise to make the independent innovation activities and form the independent property rights, which can directly affect the core competitiveness of high and new technology enterprises. It is of great significance to scientifically exploit and evaluate R&D personnel's affecting path and contribution degree to high and new technology enterprises' performance, and on this basis to establish a complete set of policy system to arouse the enthusiasm of R&D personnel and improve the innovation efficiency of high and new technology enterprises.Based on the introduction to the relationship between R&D personnel and the high and new technology enterprise's technology innovation as well as the corporate performance, this paper combs through the status of R&D personnel input and performance of Chinese high and new technology enterprise. With Chinese high and new technology enterprises as the research object, and the 2002-2013 panel data of China's high and new enterprises involving thirty provinces and autonomous regions and five industries, this paper introduces indicators about R&D personnel input amount, technology innovation and enterprise performance, and researches on influence of R&D personnel input on the growth of high and new technology enterprises. First of all, this paper does a preliminary processing of the samples by using the Excel software, puts forward relevant assumptions according to the theory study, and then makes an empirical study design. Secondly, with Eviews 7.2 software, this paper tests sample's set spacing, and the intermediary effect of technology innovation. And then by constructing panel data model, this paper tests the industry panel effect and regional panel effect of high and new technology enterprise R&D personnel input on the performance growth. Through the empirical research, this paper gets the following conclusions. Firstly, high and new technology enterprises' R&D personnel input can bring stable performance expectations. Policy factors change has no significant influence on output coefficient of R&D personnel input. Secondly, the technical innovation has certain substitution effect for R&D personnel input, and plays partial intermediary role between the R&D personnel input and high and new technology enterprises' performance growth. Thirdly, there is a long-term equilibrium relationship between high and new technology enterprises' R&D personnel input and performance growth, which has significant difference in different industries and regions. Totally speaking, the influence of R&D personnel input on the profits is greater than its influence on the main business income. Finally, combining with empirical research results and aiming at how to improve the output efficiency of R&D personnel input, this paper puts forward three suggestions from the three dimensions, i.e., the concept, the management and the market, so as to enhance our country's high and new technology enterprises' independent innovation ability at the source. The policy suggestions include strengthening the R&D input from the government level, improving the research input system and cultivating leading industry, promoting the innovation diffusion, setting up R&D personnel information system, and increasing talent flow between regions.
