The Research On Regional Autogeny Development Of Beijing-Tianjin-Hebei

After the Yangtze River delta and the Pearl River delta,Beijing-Tianjin-Hebei region becomes the third economic pillar location in China.In recent years,its development has been restricted by some factors such as the environmental pollution,the imbalanced development between areas and so on,which seriously affected the coordinated development of the Beijing-Tianjin-Hebei region,Therefore,the academia and the government are trying to figure out how to solve the current problems existing in the development of Beijing-Tianjin-Hebei region and then find the breach limitation of the coordinated development of the Beijing-Tianjin-Hebei region.Based on this background,this thesis redefined the regional autogeny development ability,which means in the free,open and competitive socialist market economy environment,through the reasonable planning and management,a region uses its own advantages and maintains a sustainable and healthy development.In addition,this thesis points out five elements of regional autogeny development ability,namely,the ability of economic development,the ability of social development,the ability of science and technology innovation,the ability of human resources development and ecological development ability.The five subsystems are independent of each other,and complement each other.They jointly determine the strength of regional autogeny development ability.According to the connotation of regional autogeny development capacity,its main characteristics are summarized as systemic,endogenous,plasticity and dynamic.There are three main factors influence the regional autogeny development ability,mainly including resource conditions,technology level and the government policy.And resource conditions include natural resources and geographical resources,physical capital and human resources.In the past,resource conditions have been the decisive factor of economic development,but with the deepening of the revolution of science and technology,the importance of the resource conditions are declining,the level of science and technology is playing an increasingly important role and its influence on regional autogeny development ability is becoming larger and larger.According to the connotation of the regional autogeny development ability,five subsystem ability,characteristics and influencing factors,the writer constructed the regional autogeny development ability evaluation index system.The index system contains 52 specific indicators,belonging to the five subsystems ability.In this paper,time series global principal component analysis is used in the application of the evaluation of the regional autogeny development ability index system in the area of Beijing-Tianjin-Hebei region,which is amply introduced in the fourth chapter.By selecting ten-year data,2005 to 2014,from the three Beijing-Tianjin-Hebei regions,the writer used regional autogeny development ability evaluation index system to measure and evaluates the fifth subsystem ability and autogeny development ability separately.The calculation results show that in five subsystem ability,Beijing is in a leading position,especially in science and technology innovation and human resource development.In addition to economic development ability,there is a big gap between Beijing and Tianjin in the remaining four abilities.However,in Hebei Province,each ability is in a weak state.In recent ten years,the autogeny development ability of Beijing-Tianjin-Hebei region has a large increase relatively,but Beijing's growth rate was faster than Tianjin's,Tianjin's was faster than Hebei Province's,which resulted a widening gap of autogeny development ability.In light of this,this paper presents six countermeasures to increase the regional autogeny development ability of the Beijing-Tianjin-Hebei region,including deepening institutional reform,establishing and improving trans-regional cooperative development system in Beijing-Tianjin-Hebei region;promoting the transfer of industry in Beijing-Tianjin-Hebei region and making efforts to promote coordinated development of regional industries;establishing mechanisms in Beijing-Tianjin-Hebei region for ecological joint prevention and control to realize collaborative governance of ecological environment;grooming the elements flow direction in Beijing-Tianjin-Hebei region,making efforts to speed up the process of the integration of regional elements;promoting the process of information sharing in Beijing-Tianjin-Hebei region to strive to build a public service integration;keeping the break road sections in Beijing-Tianjin-Hebei region open and focusing on the construction of the regional transportation integration.
