In 2014, the country put forward the concept of new urbanization, the core of the new urbanization is to focus on farmers, covering rural areas, realizing the integration of urban and rural infrastructure and equalization of public services, and the implementation of urban and rural road passenger transportation is the pilot measures to promote the new urbanization. Facing the increasingly frequent communications between urban and rural areas and the diversified travel choices for residents, in order to attract residents use urban and rural road passenger transport as a travel tool, to achieve the equality of transport service, to promote industrial interaction between urban and rural areas and to meet the urban and rural residents’ demand for travel, it is where the significance of this writing to promote the integration of urban and rural passenger transportation further and lay down suitable fare and subsidy.Firstly, this paper researches the definition of urban and rural road passenger transport, clarifies the research object, and points out the essence and influence factors of urban and rural road passenger transportation integration. On the basis of that, in accordance with the basic requirements of integration, this paper studies the propulsion mechanism of integration of urban-rural road passenger transport and discusses the interaction among the three actors in the propulsion system for the integration of urban and rural road passenger transportation from the aspects of residents, enterprises and government. Aiming at the greater ticket price demand elasticity characteristics of rural residents, this paper attempts to study how to promote the process of urban-rural road passenger transport integration.Secondly, this paper briefly describes the principle, characteristics, theoretical basis and applicability. Basing on the modeling goals, the system boundary of urban and rural road passenger transportation system and related key elements are determined and the causal loop diagram is drawn with simulation software named VENSIM. At the same time, this paper uses cause tree to analyze the causal relationship of factors, confirms the system required variables and its components, eventually builds up the subsidies model for the integration of urban and rural road passenger transport and analyzes flow graphs and equation structures of the model’s three sub modules.Thirdly, this paper makes parameter estimation and debugging for the subsidy model, and verifies the system stability and availability in different standpoints by visual observation, running test and historical comparison. Combined with the actual situation of Lanzhou city urban and rural road passenger transport, considered the long-term planning of the government, this paper studies the effects of ticket price and subsidy for urban and rural road passenger transport system by adjusting the fare rate and the government subsidy and setting two situations and nine schemes. The optimal scheme for the development of urban and rural road passenger transport in Lanzhou is selected by evaluating all the scheme results from the numbers of urban and rural road transport vehicles, the relationship between supply and demand, comfortable degree and other aspects. The result can be used as the basis for the government subsidy policy.Finally, this paper makes corresponding recommendations to promote the urban and rural road passenger transportation integration of Lanzhou city through the problems found during the simulation process.
