With the deepening reform of transmission and distribution price, and the gradual release of the market for the sale of electricity, more and more electric companies will enter the sale of electricity. Electricity companies, as the most close link with power users, their safe and stable operation is a strong guarantee of commercial production and living. However, in addition to the power grid companies, other electric companies are lack of relevant power marketing experience and systems technology. Coupled with the imperfection of the current import and export mechanism, and the unsound trading mechanism, the electricity companies will face a variety of risks to enter the sale of electricity. It is based on this background, this paper makes a deep research on the operational risk of the electric company, and the main contents are as follows:Firstly, the paper analyzed the types of electric company and their advantages and disadvantages. It expounded the potential risks from four aspects, including the market, policy,internal and safety. It studied the relevant situation of the reform of sale of electricity of those countries, which included the United Kingdom, the United States, France, Japan, Brazil and Australia. We hope to provide experience for the reform of the sale of electricity and the operation of the electric company in our country.Secondly, this paper set up a system for evaluating the operational risk which was suitable to electric company. It established 4 first level indicators, 12 second level indicators.It determined the index weight by using the AHP- entropy weight model. It evaluated the operational risk and determined the risk level through the matter element extension model. All in all, this paper provided a reference for the sale of electricity companies.Thirdly, it constructed a quantitative model of operational decision risk transfer path for electric power companies by using the rough set theory. It verified the feasibility and effectiveness of the model by examples.
