During the past three decades after the reform and opening up, the Chinese econ omy has been growing rapidly, so has its political and economic status. However, the environmental problems in China also become severer and severer.The coordination b etween economical development and environmental protectionIt becomes a priority in China during the economic developing process. With a deepen international commun ication among various countries on resource and environmental problems,changing th e economic growth mode and vigorously advocate low-carbon economy has become t he main global trend. Among all industries in China, the most outstanding adverse im pact is the industries with high energy consumption, high pollution and excess produc tion capacity. These industries with high energy consumption, high pollution and exc ess production capacity seriously damage our ecological environment and becomes an important factor that restricts China's economic and social development.By combining the fiscal policies with the industries with high energy consumpti on, high pollution and excess production capacity, this paper studies the restriction ro les of fiscal policies from industrial perspective and it conducts an empirical panel-data analysis the effects of financial policy on restraining the industries with high ene rgy consumption, high pollution and excess production capacity. According to the res ults of empirical analysis and our country actual condition, this paper puts forward str ategic suggestions on fiscal expenditure.First of all, this study introduces the relevant studying situations on the industrie s with high energy consumption, high pollution and excess production capacity and fi scal policies at home and abroad. Secondly, it further analyzes the functional mechani sm of fiscal expenditure policies on restraining the development of the industries wit h high energy consumption, high pollution and excess production capacity. Thirdly, it evaluates and analyzes the policy effects of fiscal expenditure policies on restraining the development of the industries with high energy consumption, high pollution and excess production capacity through the panel data model. Through quantitative resear ch on the data of 30 provinces in China from 2008 to 2014, it is found that the fiscal expenditure policies play a certain role in restraining the development of the industrie s with high energy consumption, high pollution and excess production capacity in Chi na. Finally, based on the above results of qualitative and quantitative analysis, this pa per proposes strategic suggestions about fiscal expenditure policies on restraining the development of the industries with high energy consumption, high pollution and exc ess production capacity, so as to achieve the purposes of controlling discharge of indu strial pollutants, reducing the occurrence of haze and protecting environment. The go vernment attempts to force the enterprises to save energy and reduce emission throug h fiscal expenditure means of payment transfer, green procurement and clean-energy subsidies.
