In recent years,a large range of persistent heavy haze weather has seriously affected people's daily life and endangered public health.China's air pollution problem has become a hot spot.The environmental protection department's air quality monitoring data shows that the Jing-Jin-Ji and the surrounding air quality is the most important areas of air pollution in China.Air is diffuse so that air pollution control is not a city or a province can solve the problem alone,but involves a central government,local government and other government units,including regional issues,so it is need regional cooperation between provinces and cities to solve the problem.Beijing-Tianjin-Hebei government coordination has become an inevitable choice.In order to achieve the Beijing-Tianjin-Hebei regional energy-saving emission reduction issues and achieve an integrated governance strategy,the first is through the policy of coordination,behavior with the consensus to achieve a win-win situation.Therefore,it is great practical significance to coordinate the pollution control measures of Beijing-Tianjin-Hebei and promote the promotion of energy conservation and emission reduction in Beijing-Tianjin-Hebei.This paper first collects the energy saving and emission reduction policies promulgated by Beijing,Tianjin and Hebei in 1981-2016,and summarizes the key words of the policies in different stages based on the policy and literature measurement method from the perspective of policy objectives.The number of the key words reflects the key works of the Jing-Jin-Ji.Secondly,it quantifies the policy text from the policy power and policy objectives,and builds a policy evaluation model by using the quantitative data to analyze the impact of energy-saving emission reduction.Finally,this paper also compares the difference of the effectiveness of Jing-Jin-Ji's objectives and the degree of usage of the policy objectives.The main research conclusions are as following:(1)In 1981 and 2001,the number of energy-saving emission reduction policies in Beijing and Tianjin was relatively small,and the policies was relatively fragmented and lacking continuity.Since 2004,the number of energy-saving and emission reduction policies has been increasing,which shows that Jing-Jin-Ji began to pay attention to energy conservation and emission reduction and took a more stringent energy-saving emission reduction supervision.Jing-Jin-Ji is more tend to achieve short-term goals in the energy-saving emission reduction policy-making process and lacks systematicness and authoritativeness,which is not conducive to the implementation of energy-saving emission reduction.(2)Jing-Jin-Ji's cooperation and development process has gone through four stages: their own politics,preliminary exploration,preliminary planning and current comprehensive cooperation and development.With the deepening of the development of Beijing-Tianjin-Hebei cooperation,the target structure of energy-saving emission reduction policy of Jing-Jin-Ji is gradually systematic and basically tend to be consistent.They always use the command of regulatory policy and use less incentive policy measures.(3)Jing-Jin-Ji has a large amount of energy consumption and major pollutants in the past,Which makes it impossible for them to do much ECER in the short term.Scientific and technological innovation and technological progress have promoted ECER in the Jing-Jin-Ji.The ECER policy objectives in Jing-Jin-Ji has obvious differences in the effectiveness of energy conservation and emission reduction.Improving energy efficiency is ECER in Beijing,but it has a negative impact to the ECER in Tianjin and Hebei Province.Enhancing the energy-saving emission reduction effect is not conducive to Beijing's ECER and helpful to ECER of Tianjin and Hebei Province.The objective of promote ECER technological transformation can effectively promote ECER in Hebei Province and do harmful to ECER of Beijing and Tianjin.The difference of effectiveness is a great challenge for them to promote synergistic energy conservation and emission reduction.How to develop synergies with their policy objectives should be paid attention when they formulate their policies for energy conservation and emission reduction.In order to better conduct collaborative governance,Jing-Jin-Ji should further strengthen the top-level design when implementing energy conservation and emission reduction policies.This paper mainly focuses on the following areas to fully implement the regional cooperation to promote ECER: improve the mechanism for coordinating policies and interests,attach importance to public participation,promote regional industrial cooperation,strengthen technological innovation,etc.
