| With the continuous increase of China’s comprehensive power, the material living conditions of the people also received a significant improvement. The implementation and promotion of the basic medical insurance, particularly Urban Residents Medical Insurance Institution and New Rural Co-operative Medical System gradually became the focus of attention. However, due to the unbalance allocation of medical resources, the impact of urbanization, the household registration system reform and other factors, there have been significant differences between Urban Residents Basic Medical Insurance Institution and New Rural Co-operative Medical System. What’s more, the problems that some urban and rural residents were repeat insured or not covered by insurance system also existed in the basic medical insurance system of urban and rural residents. That will not only increase the financial pressure, but also run counter to Universal Medical Care.This paper analyzes the commonalities between the two basic medical insurance system based on their differences, in order to achieve the merger of two basic medical insurance system. This paper uses the merger work of Urban Residents Medical Insurance Institution and New Rural Co-operative Medical System in City N as an example to analyze its specific practices and problems that may arise, aiming to provide a reference in establishment and improvement of urban and rural medical insurance system for other regions.Under China’s current political and economic development environment, the merger of Urban Residents Medical Insurance Institution and New Rural Co-operative Medical System can not only break the restriction of household registration and region, but also reduce the difference in medical insurance system among different groups of people. To accelerate the process of merger of basic medical insurance system is also the requirement of market economy, it is conducive to supporting the construction of a market economy system and also helps China to actively cope with difficulties and challenges posed by aging of populations.Having an internship in City N Municipal Human Resources and SocialSecurity Bureau for half a year, Author could truly learn specific merger practices,basic condition and first-hand information about the merger of Urban Residents Medical Insurance Institution and New Rural Co-operative Medical System in City N. Therefore, to provide an effective reference and take precautions for possible problems for the merger of medical insurance system in other regions, this paper introduced the actual situation and practice of the merger of medical insurance system in City N. Combining history and current development of urban and rural medical insurance system, with the associated mathematical model measuring the level of urban and rural residents medical insurance, this paper found a diminishing difference in the level of health insurance between urban and rural region, which provides a strong basis for future national merger work. |
