Research On The Industrial Policy Of Supporting Guangxi’s Civil Aviation Industry

Civil aviation industry is an important strategic basis for economic and social development in China. With the rapid development of civil aviation industry, as a means of transport, civil aviation is important in improving the investment environment, promoting industrial structure adjustment and upgrading, and promoting regional economic development. Since the reform of the civil aviation system in 2002, the ownership of airport is local government. Some local governments take the civil aviation industry as the leading strategic industries, and give priority to the development of civil aviation industry. Due to historical reasons, the development of civil aviation in Guangxi is relatively backward, but still has the opportunities and conditions. "Opinions for promoting the development of the aviation industry " is issued in Guangxi Province. The "Opinions" proposed that the civil aviation industry is important in the transformation and adjustment of economic structure, and the government will pay more attention on the development of civil aviation industry.This paper analyzes the necessity of policy support of local government in the development of civil aviation industry through the literature research, field survey, comparative analysis and other methods. Based on the collection of information, this paper analyzes the development environment and government policy support and the problems of the development of civil aviation industry in Guangxi. There are five serious problems, such as the layout of industry is unreasonable, the administrative system limits the development, the route network is imperfect, industry structure is the single, and the environment of the development is not well organized. At the same time,this paper learns from experience of foreign developed countries, especially the United States and the EU. There are some goog ideas in policies and regulations, financial subsidies, operating environment, tax land and other policy support. On the other hand, there are a lot in common between Yunnan and Guangxi,such as geographic location and economic development, the fundamentals of society, but the government of Yunnan combined civil aviation industry with regional economy and national characteristics. The development of airport economy and general aviation is very well in Henan Province, and has made outstanding contributions to promote local economic development. This paper summarizes the development in two provinces.Through the analysis, this paper puts forward five points in the industrial layout, public resources configuration, tax policy, industrial structure and regulatory environment. We should fully understand our own advantages and disadvantages, firmly grasp the ASEAN Free Trade Area and the maritime "Silk Road" construction the opportunity, combine with its regional advantages and tourism resources, accelerate the construction of the civil aviation public infrastructure, and play a guiding role in fiscal policy, build a complete route network, and vigorously develop the airport economy and general aviation in the region, improve the administrative regulations, policies, build a favorable external environment for the development of civil aviation.
