Agriculture is the foundation of social development, is an important part of the national economy. Long term since, "three rural issues" has been the party, government, farmers focus problem, is also the party and the people of the development of the cause of the fundamental problem. Xi Jinping Secretary has repeatedly stressed:A generous agericulture with rich peasants in stable countrysid secures a strong economy, a rich country and a safe society. In order to further promote the development of rural economy and fast, realize the development of agricultural industrialization is the inevitable trend of rural development, but also an important way to promote the innovation of system, increase the income of peasants, accelerate the pace of agriculture, promote rural economic development of agriculture. Agricultural industrialization is the broad masses of peasants on the basis of the household contract responsibility system, innovation of organization system of agricultural management, but also a major transformation of rural production mode, management mode. In order to successfully complete the historical task of new rural construction of socialism, in the public finance management, according to the actual situation of China’s agricultural industrialization, give full play to the role of fiscal policy, and then promote the systematic, institutionalized, scientific development of agricultural industrialization in China, is an important problem needing urgent solutions. However, almost all of the provinces in the middle area of China is agricultural big province, but not strong agricultural province, agricultural infrastructure is relatively weak, weak competitiveness, the need of national fiscal policy support. Therefore, this paper takes the central area of Hunan Province as an example, has important theoretical and practical significance of fiscal and taxation policy on the Middle East of China agricultural industrialization development.This paper in the introduction, describes the research background, significance, content and method, and in recent years the main research status at home and abroad scholars on the development of Finance and taxation policy of agricultural industrialization to make a summary.
