The Research On Perfecting Agricultural Subsidy Policies Of China

The major issue and the most challenge which our country facing currently or even for a long period time is "three rural issues". The core is how to improve grain and farmers’income. At present, China is in industrialization and urbanization accelerating period, it’s the transition period which "industry nurturing agriculture" from the initial stage to a comprehensive, large-scale stage. Under the new situation the key how to seize opportunities and meet challenges is whether using the guidance of scientific concept of development, from the two levels of government and the market to mobilize the enthusiasm of farmers to speed up the development of modern agricultural productivity, thereby enhancing international competitiveness.As the most important tool in one’s agricultural policy system, agricultural subsidy may efficiently, feasibly and directly support and protect its agriculture. But the agricultural subsidy was just started in our state which needs to be consummate in a sense. As the current policy of agricultural subsidies, inadequate laws and regulations; policy of subsidizing the dominant position of the object deletion; subsidy policy of supporting measures is not perfect; coupled with policy implementation in management and services not in place, policy implementation monitoring system is not perfect and other reasons, led to our current agricultural subsidies the deviation of the process of policy implementation, the role of the effect of the policy is not ideal, acts against the interests of farmers have occurred. In order to improve China’s current agricultural subsidy policy, the policy decision-making mechanism should be reformed to make legal policy decision-making process, to develop scientific; adjust and improve the content of the policy system, reform of agricultural subsidies, optimize the structure of agricultural subsidies; through sound agricultural subsidies, laws and regulations, management. Soon the management system of agricultural subsidies, and improve government management and service levels, improve the policy support measures to increase agricultural subsidies system in the overall operating efficiency; the strengthening of policy implementation supervision; to strengthen the team building the civil service.
