The Evaluation Of Development Level And Promotion Strategies Of Science And Technology Service Industry In Urban Areas Of China

As a new type of intelligence intensive industry, science and technology service industry is a vital part of strengthening the building of regional science and technology innovation system and enhancing the capability of independent innovation. It has an important role in implementing innovation driven strategy and developing economy steadily and healthily under the new normal, the characteristics of which high technology content, high human capital and high added value.Based on the existing problems in the development process, this author further defines the basic concept and industry classification of science and technology service industry from the theoretical level. Referred to the previous research results and linked the unique characteristics of the city, a comprehensive evaluation index system of city science and technology service industry is designed, containing 4 first level indexes and 16 level two indexes. The writer chooses the factor analysis method from the common evaluation methods to evaluate the city’s science and technology service industry. Before the evaluation, an evaluation factor model about the development level of urban science and technology service industry is constructed, at the same time; four basic assumptions are put forward. This author studies the development of science and technology service industry in 27 districts of our country by the index system of science and technology service industry in city before designed, and carries out a comprehensive ranking. Then, the representative of the Nanjing Drum Tower area is selected as a typical case. After on-the-spot investigation, the writer uses the industry index system to analyze the development status of the technology service industry in Drum Tower District. At the same time, the SWOT analysis on environment and factors related to science and technology service industry inside the Gulou district is launched. The evaluation factor model about the development level of urban science and technology service industry is corrected and perfected. On the basis of relevant research, the supporting system of the development of science and technology service industry in our country is constructed, including one center, two levels, three body, four directions and seven systems. The writer puts forward the development strategy of the city science and technology service industry under the new normal condition from the reform of system of science and technology management system, external policy environment support system, National local tax preference system, Science and technology financial intermediary support system, Science and technology intellectual property protection system, Scientific and technical personnel training, incentive system and regional development strategy system.
