Study On Improvment Of Investment And Financing Way Of Tobacco Infrastructure In Branches Of Hunan Tobacco Company

Under the complex background of the current development of the tobacco industry, tobacco infrastructure investment is the fundamental guarantee of tobacco yield and quality,the necessary means to ensure the interests of farmers, and the important link between business and growers. Around tobacco and tobacco production infrastructure work, the government has formulated and issued a series of normative documents,such as,the "Hunan Province Eleventh Five-Year the implement opinions of tobacco production and infrastructure", "Hunan tobacco production infrastructure plan", "Hunan tobacco production infrastructure technology standards", "Dense barn construction standards", which clears the relevant policy, regulatory requirements related to the implementation of procedures, inspection and acceptance and operational management and protection, so that infrastructure builders can follow the laws and rules, but also brings hope for the province's tobacco farmers who plant one million acres of flue-cured tobacco field.However, there are still some problems about tobacco infrastructure investment.Firstly, this paper analyzes the status and characteristics of tobacco infrastructure investment of the county in Hunan, summarizes its achievements, and then explains these existing problems, such as, the lower scale level, the low overall level of tobacco production, a poor comprehensive evaluation of the inherent quality of tobacco, low resource utilization, flawed production and distribution of tobacco, weak infrastructure. Through the analysis, we can find that the unity of financing and the singleness of investment financing operation mode result in problems previously mentioned, and that is also a difficult in the practical work. Currently, the investment and financing operation mode of tobacco infrastructure can't reasonably full utilization of resources, and there are still problems, like inefficiencies and rentseeking. Therefore, it's necessary to find a practical ways to improve the efficiency of investment and financing.Then, combining with the theory of financial leasing and theory of operation of BOT projects, financial and economic theory, this paper analyzed and studied the investment and financing way of tobacco infrastructure of the county in Hunan. Finally, providing these methods---introducing financial leasing, reducing strokes tender and introducing BOT projects to improve the current status of tobacco infrastructure investment of our province county, to improve tobacco farmers' enthusiasm to invest on tobacco and the production efficiency, and to promote good and sustainable development of the province's tobacco infrastructure investment.Significance of this study is that it is not only a beneficial use of financial and economic theory in the tobacco industry production practices, but also a useful attempt of the reform of grassroots tobacco investments way.
