China's tourism industry has achieved a rapid development in the later period of 1980s, especially the areas with the tourism resources and the urban tourism industry have been increa sing become the supporting industry. Qingdao City is one of those examples, that the number of visitors has been increased nearly 13% each year in the past few years. In such a favorable backdrop, the number of visitors to the scenic areas of Qingdao and the total revenue both have a substantial growth. However, the Laoshan scenic area in Qingdao has been with a "small step walking". For example, the number of visitors to the park has been only increased from 2 million in 2003 to 2.426 million in 2013, which means there is a very small growth over the last 10 years. Why once was "leading" scenic area in Qingdao in the past now is making such a small progress in the good time of tourism development? How to regain its historical strength of this biggest natural destination of Qingdao? What type of strategy should be made in order to stimulate the growth and expand its tourism market competition? These form the core issues to be addressed in this paper.In order to find out the Laoshan marketing problem and increase its visitor numbers and total revenue, the theory of marketing was researched and the internal and external environment of Laoshan was also carefully studied in this paper with the aid of literature review, Potter's five forces model, factor evaluation matrix and SWOT analysis method. Through in-depth analysis of the market situation and the existing problems of Laoshan, the main reasons of restriction were found out. Based on this, the marketing strategy and the implementation of security measures at the core of "focused differentiation" were made. It has the reasons to believe that related marketing strategy and the implementation of security measures will play an important role in breaking the bottleneck of the development of Laoshan tourism landscape market and promoting its market competitiveness so as to advance the rapid development of tourism industry.
