During 13th Five-Year Plan, our country formulate new strategic development of Traditional Chemical Industry Upgrade as prominent problem for overcapacity and low energy saving standards. JLDI company as a member of traditional chemical industry EPC contractor (EPC E-engineer P-purchasing C-construction)feel stress in living and developing, we need perfect with time lapse for meeting chemical industry promotion and adjustment in new situation.In recent years, petroleum and chemical industry have a booming development, the project construction by leaps and bounds, awareness of project quality requirements is gradually increased. For the development of future and quality improvement, it can't be satisfied only import technology from developed countries, has been completely unable to solve our increasingly prominent contradictions, such as, high standard environmental requirement, low cost investment control, strict quality management control programs, so it needs us to dig quality problems from occurring in the project as breakthrough point, and do homework better to improve efficiency.This study, originally based on the starting point as a contractor of EPC from JLDI company, and themed background from real case that the Project Of SCSH Company Gasoline Quality Upgrading 80,000mt/a MTBE (Methyl Tert-Butyl Ether, abbreviate as MTBE) Plant, by means of project background, purpose significance and introduce the actual situation of JLDI company organization management and aim at the classical cases which occurred in EPC project, raise the questions, find the influence, and breakthrough the theory from JLDI EPC total quality management, introduce development of total quality management and special in TQM, recognize the key factors and combine with PDCA circle theory, three phrases control theory, targeted improvement to the project, and at the last express in the form of data analysis and statistic, which achieve the goal which can promote our enterprise sustainable development as improving work efficiency, reducing the cost and improving the customer satisfaction.
