With the rapid development of electronic commerce and the "Internet +" powerful propulsion, e-commerce is becoming the future trading tools, changing the way people's consumption. Along with the prosperity of electronic commerce, the development of logistics has been accelerating, especially the rise of a new model O2 O e-commerce, it puts forward higher requirements on logistics, and location selection is an important elements of logistics. Therefore, how to make the decision about e-commerce logistics distribution center location and to establish a highly effective response logistics system have a very important influence on the development of electronic commerce, and also has important practical value and significance.This paper based on intelligent optimization algorithm which can at a lower cost, more accurate, more rapid way to find the optimal results, and the intelligent optimization algorithm attracts considerable attention. Therefore, exploring an effective optimization method is important. Cuckoo search algorithm is a kind of heuristic algorithm which simulated of cuckoo breeding behavior, this paper uses the improved cuckoo search algorithm to solve the distribution center location problem which based on electronic commerce index, the main work of this paper is following:First of all, this paper improved the cuckoo search algorithm. In order to improve the search ability and optimization accuracy of cuckoo search algorithm, the cuckoo search with dynamic inertia strategy is proposed. By utilizing the dynamic inertia improvement strategy, the improved cuckoo search algorithm updates the next nest position based on the former best nest position with dynamic inertia weight, which can effectively balance the relationship between global search and local search, avoid falling into local optimal value. Through performance verification by five test function, the results show that the improved cuckoo search algorithm compared with other algorithms in solving the function optimization problem used in a shorter time and the accuracy is better.Second, Utilizing the improved cuckoo search algorithm to solve the multiple site selection examples, the experimental results show that improved cuckoo search algorithm is better than particle swarm optimization(PSO) and the result of the gravitational search algorithm(GSA), and has better convergence and optimization ability. E-commerce index reaction the development potential of electronic commerce in this area, and also reaction its logistics demand and capacity. This paper introduces e-commerce index as the weights into the location model, and uses the improved cuckoo search algorithm to solve the distribution center location problem based on the electronic commerce development index, and modeling in henan province as an example. This paper provides a new solution for the electronic commerce logistics distribution center location problem.
