The wind resource as a supplementary energy sustainable development strate gy important and has great value in use, but due to the variability of the wind r esource itself caused many problems in wind power generation. In considering th e wind conditions, wind power change rate will become an important factor that a ffects the system frequency stability. In the open electricity market, power genera tion, transmission and distribution is the independent market main body, the objec tive is to realize the maximization of their own profit, at the same time, but thei r pursuit of profit maximization may produce safe hidden trouble of the whole po wer system operation, therefore in the mature power market have to FM services into new access and pricing method.Power market in China is still in the primary stage, has not yet been auxili ary service market and introducing competition mechanism, auxiliary service mec hanism is "on-demand scheduling, based on the cost of compensation", the emphas is on the compensation for the unit to provide ancillary services, but for wind tu rbines caused economic compensation ancillary service system has not been involv ed. The current implementation of the allocation of ancillary services compensatio n mechanism, is based on the conventional energy to meet the load fluctuation un der the premise, because the FM service incremental demand bring renewable ener gy grid connected wind power is not within the scope of the conventional power supply service obligation, compensation shall be made according to certain prin ciples. With the large scale wind access grid, the urgent need to the problem of e conomic adjustment of interest relations considering wind power integration caus e ancillary services and the emergence of.In view of the above problems, this paper through the analysis of foreign w ind power with high permeability state of wind power policy support and the FM service in electric power market transaction mode, through the calculation of fre quency modulation required amount of wind power and wind power access throu gh FM services to improve the grid frequency fluctuation. Based on the performan ce theory is proposed to adjust the mileage charges FM performance assessment in dex method. Further according to the regional control relationship with unit power deviation, frequency action the correctness and validity of the criterion is proposed, and puts forward the concept and calculation method of FM contribution. Th e contribution of the FM services compensation and allocation mode based on th e proposed under the planned economy system, as well as market FM service mar ket system acquisition means suggest that wind power enterprises to obtain the F M service from the traditional energy power generation enterprises through the bil ateral contract mode. Through the example analysis of the wind power integratio n on the frequency stability of the network effect, according to the imbalance se ttlement mechanism calculates the wind power directly and to take the grid settlem ent FM service costs, through the joint operation of the wind power and thermal power minute output curve, the total mileage of FM and effective mileage calculati on, allocation and the compensation cost according to contribution.
