The Study On The Ecological Evaluation And Countermeasures Of Light Industry In Shaanxi Province

Light industry provides the basic material to residents for production and daily life, undertakes the tasks of promoting market prosperity, absorbing social employment, meeting urban and rural people's living needs, increasing the fiscal revenue, and so on. Light industry is an integral part of the national economy. Light industry has always been the dominant industries in Shaanxi Province. Relying on the advantages of technology and human capital, the development of light industry in Shaanxi Province has made grand achievements, textile, paper industry and other industries have made great progress, and promote the stable economic development of Shaanxi Province, since the eighties and nineties. However, During the period of development of light industry unilaterally,because of seeking to enhance economic efficiency, the simple pursuit of scale and volume, and restricted backward production technology, environmental factors such as weak infrastructure, results in many issues, such as the production of high energy consumption, redundant construction, capacity structural overcapacity and environmental pollution. Therefore, it is necessary to research the level of development in Shaanxi province light industry.This paper mainly researches the evaluation and countermeasures of light industry ecological in Shaanxi Province. Firstly, this paper clarifies the background, explains the theoretical and practical significance of the topic. By sorting out literature, this paper clarifies the basic theory, selects the analytic hierarchy process, builds the Ecological Evaluation System evaluation of Light Industry in Shaanxi province, evolution the level of it, and provides research ideas and methods targeted suggestions. Then this paper introduces the basic connotation of industrial ecology, the six features of ecosystem, the evaluation method including Eco-efficiency analysis, material flow analysis, industry ecosystem analysis, and three basic theories including the theory of ecology, recycling economy theory, the theory of sustainable development. The third Chapter builds the evaluation index system of light industry ecological development in Shaanxi Province. Then the fourth chapter introduces the development of light industry in Shaanxi province and the evaluation method of the light industry ecology in Shaanxi province, and evaluates them in five aspects, including:energy efficiency and ecological, light industry, environmental protection level, production levels and emission reduction, recycling levels, and sums up the results, gets the comprehensive evaluation index of light industry ecology in Shaanxi province. This paper finds that the index of light industry ecology in Shaanxi Province showed a rising trend, from-2.1018 in 2005 to 1.976 in 2014. By comparing the four aspects, the paper finds the level at production and emission reduction is more than others, indicating that the Government has a higher efficiency in this aspect. The fifth chapter gives suggestions in the macro, mid and micro perspective, including:improving laws and regulations to protect the development of industrial ecology, establishing and improving government regulation and market-oriented, putting the industrial ecology into development planning, establishing reasonable environmental constraints and incentives to accelerate industrial restructuring, speeding up industrial restructuring, making the coordinated industrial policy, reasonable planning and construction of ecological parks, establishing a corporate ecological philosophy strengthening ecological industry in technological innovation, using of corporate research cooperation mechanism to promote ecology, making the profit of ecological construction industry.
