Human resources management with competency model-oriented focuses on the competency of excellent employee, which sets a new approach of human resources management and brings out the new revolution. The application of the competency model dates from the 1950s. Doctor McClelland at Harvard University, invited by Department of State, designs a selection method of personnel, which effectively forecast the actual work performance. During the course of the program, some critical theories and technologies laid the foundation of the competency model are applied by Doctor McClelland. Referring to the comparison and analysis of specific behavior characteristics from the excellent diplomats and normal diplomats, the individual conditions can distinguish the work performance are identified. It is the first time to apply the competency model to the human resources management.As the development of human resources management up to now, it enters the human capital management age. The human capital, considered as the concurrent capital with physical capital and financial capital, is utilized effectively by the enterprise. For the competency model in human resources management, the more and more acknowledges are obtained and which is gradually applied to human capital management at the basis of the flow analysis, job design and, the human resources department theories and practices for ability model. Competency model plays a fundamental role on the management activities of human resources, which provides strong basis for the role analysis, employee recruitment, employee training and examinations, solves the matching issues of human-job-origination. It creates a brand-new angle of view and one kind of method for the management of human resources and greatly being conducive to the formation of the core competitiveness of the organizations.Xinxiang Aviation Industry (Group) Co., Ltd. (hereafter for Xinhang Group) is a large scale state-owned enterprise belong to Aviation Industries of China, which is mainly engaged in design and product the aviation airborne equipments and take the responsibility of hi-tech engineering programs, approximate 400. With the advancement of technology innovation and management innovation, the management concept "people-oriented" is strengthened constantly by Xinhang Group which develops the high-quality management, critical technology and skilled person as the core capabilities. Therefore, the designers are the critical technicians of Xinhang Group and the keys to lead enterprise to the technology advances. The selection and development of designers is the guarantee source of core competitiveness for the enterprise. It is required to Xinhang Group to integrate the explicit behaviors of aviation products designers, also to find the personal characteristics potentially affecting their work performance to promote the scientific selection, development and application of aviation products designers.In this thesis, competency model is built based on aviation product designers in Xinxiang Aviation Industry (Group) Co., Ltd.. Based on the qualitative research of competency model, literature analysis and expert group method are used to build the dictionary of competencies. Then competencies of aviation product designers are extracted by BEI, questionnaire survey, etc. And a complete competency model of aviation product designer is formed when paired comparison method and expert scoring method is used to determine weight and grade assignment. Finally, an independent-sample test is implemented to value the effectiveness of the competency model of aviation product designer.The findings show that the competency model of aviation product designers includes three basic literacy and nine operational capacities, including responsibility, assiduously, dedication; teamwork skills, planning and execution capabilities, product design capabilities, technological innovation capabilities, communication skills, efficiency, professional learning ability, ability to analyze and solve problems, professional knowledge and skills. This model, as a new human resources management tool, not only makes a comprehensive description of the competencies of the aviation product designers, but also provides an effective basis for the recruitment and configuration, training and development, performance management, compensation management, career development planning, so that the human resources management can be more rationalized, efficient and scientific.
