Recently, with the flying evolution of information society, appeared on the Internet as the core carrier of e-government public services, Combined with the traditional public service channels in our country, such as:phone and reception hall, it formed multi-channel approach of network channels and traditional channels. It makes people be access to government information and services from different channel, rather than the traditional single service channels. To understand and study the choice of public policy for government information channel, It Can help government departments to find ways to improve and optimize the government information service.This paper expounds channel choice theory foundation of public access to government information. Through the analysis of the connotation of public access to government information and the current situation of the development, and expounding the types and characteristics of each channel in existing channels, showing that the public's choice of a channel is a continuous process, influenced by many factors, The public will choose demand the proper channels. according to their own conditions.Build the channel choice model of public access to government information. Through drawing lessons from citizens' public service channel choice model of foreign and combining the characteristics of public service channel in China, selecting channel choice factor and analyzing what effect the choice factor can produce, then we can build the model of citizens' public channel choice service in china.It carried out the public access to government information channel selection empirical research. Select the X city people from different backgrounds in hunan province as the research object, through the questionnaire investigation, literature information data collection This study, we analyzed the channel choice of citizens' public service through statistical description and logistic regression The results show that government office is the most commonly used and those citizens that used the internet daily preferred to visit a government website, government websites are most commonly used for information purposes, while government office was most commonly used to solve problems. Finally apply analytic hierarchy process (ahp) and fuzzy mathematics knowledge, combined with qualitative analysis and quantitative research to measure each channel choice match when interacting with the government. The results show that:as for information query mode, website channels with the highest matching, telephone and the government reception with the weaker matching. As for the business model the government reception hall with the highest matching, followed by telephone, the last is the website.
