Chinese government has increased its investment in hydraulic engineering, which makes a considerable proportion of the country’s macroeconomic, such as the construction of the Three Gorges Project, the South-to-North water diversion project, and a number of world-renowned large-scale hydraulic engineering. Therefore, the cost management of hydraulic engineering is an important topic for researchers to explore.Nowadays, the proposed budget and the budget cost are compiled by using the quota method by water conservancy sectors. However, with the rapid development of China’s economy, the labor cost in construction market has been in a rising level trends, and the current labor quota levels cannot meet the requirements of the rapid development in the market economy. As a result, it is essential to adjust the index of labor costs.In this thesis, in view of current research and the specific circumstances in China, the necessity to adjust labor costs for hydraulic engineering is demonstrated. By researching the constitution and its influencing factors of workers in labor costs, labor costs are transformed into consumption and man-days daily wage. According to the labor cost index measure of price adjustment ideas, the calculation method about hydraulic engineering is researched. It takes the water projects located in Hubei, Henan, Hebei, Beijing and Tianjin provinces as examples and studies the adjusted index of labor costs. The results show that the labor costs index calculated by this method is reasonable and has good practical value.
