With development of chemicals market, the customer scale is increasing with a more complicated distribution and material structure. Under this circumstance, Sinopec Chemical Commercial Holding Company Limited of North China is also confronted with fierce external competition and internal managerial issues. The corporation administrative mechanism is yet to be improved and the comprehensive service capability to be strengthened.In order to face the new questions under the new situation, it remains an urgent issue for the information departments to satisfy the client market demands, realize the optimal economic returns and integrate the current and new-built data. Based on these, it firstly brings out the client grading evaluation system on the basis of their data, introduces concepts of client grading, product-line classification and resource utility. Then, it set up a model to optimize the allocation of resources, which is to lead to win-win situation. According to the evaluation indicators and index weight, it can come the classification and quantitative system and fully reflect the customer's current value and appreciation potential and provide effective information for enterprises' decision therefore, they should appropriately allocate their limited resource to and enables enterprises to better development of personalized marketing strategy.The innovation of this research lies in: introduce the customer classification based customer data integration and control the model of optimal resource allocation according to customer classification so as to achieve win-win result.
