The Analysis Of Shanxi Hundred Enterprises Thousand Villages Project Strategic Decision-making And Policy Implementation: Analysis Of The Role Of Three Levels Of Government

The hundreds of companies and thousands of villages industrialization poverty alleviation projects,is a decision from provincial gover nment in transfor mation,according to pover ty truth of our province.During the process,some problems arise,such as low degree of rural land circulation,a lack of competitiveness of leading industries,low degree of industrialization as well as low-income far mers.These problems reflect some contradiction.While carr ying out the policy,all levels of gover nment in our province may go wrong,such as offside,omission as well as failure of selection to leading industries.How to deal with these contradictions needs analysis and research from different aspects,however,we should star t talking from the theories level.This paper mainly studies Shanxi Province,municipal and village levels for hundreds of companies and thousands of villag es industrialization poverty alleviation projects and promote the implementation,the use of industrial organization theor y,management theor y and policy implementation levels deviation theoretical analysis of different levels of gover nment departments in the implementation of the project policy implementation.At the provincial level,mainly on the decisions and measures of the provincial-level strategic and relevant provincial departments conducted a policy analysis;At the municipal level,take Linfen City for example,using the relevant depar tments of the municipal hundreds of companies and thousands of villages industrialization pover ty alleviation projects the implementation of measures and the implementation of case analysis of the policy implementation hundreds of companies and thousands of villages industrialization pover ty alleviation projects;At village level,through the village of Wang Tan sample depth inter views,understand and analyze the policy implementation at village level and household levels.The study found: policy implementation deviation during the current policy of a prominent issue,despite the introduction of high-level provincial policies promote the industrialization of the implementation of hundreds of enterprises thousands of villages industrialization pover ty alleviation projects,but due to policy implementation body,the object of policy implementation,policy implementation environment,the impact of infor mation asymmetr y and other factors,the implementation of the policy and implementation levels for Shanxi hundreds of enterprises thousands of villages industrialization poverty alleviation projects still exist many problems,such as the single dominant industr y,village level cooperation difficult issues,the gover nment should develop in line with local characteristics related policy at all levels to promote the implementation of industrial policy,and policy implementation at all levels of super vision,but also should appropriate delegation of authority to local gover nments to play a dynamic role to guide the successful implementation and execution of public policy in order to promote agricultural enterprises and mutual assistance,mutual benefit win,increase farmers’ income and promote the implementation and effects of hundreds of companies and thousands of villages industrialization poverty alleviation projects.
