Since the reform and opening up, Chinese real estate industry, as an important part of the national economy, which played a key role in promoting Chinese industrialization and urbanization process, has basically maintained a healthy and stable development trend. It has improved the people living standards in the process of real estate product market, and promoted the common development of many other industries, so that the level of economic development in China has been continuously improved. But in recent years, Chinese real estate industry also appeared some problems in the development process, such as:the housing prices rising too fast, obvious bubble signs, the irrational supply and demand structure, the housing stock continuing to increase, as well as the real estate policy tightening. Chinese real estate enterprises were facing tremendous pressure and challenges. Since the severe situation, the real estate enterprises have to seek a new way out, to find the direction of all possible transformation, in order to obtain new development.Recently, since the price of real estate market has been risen rapidly, the housing problems in low-income families have become prominent increasingly, which leads to increase the social instability factors that is not conducive to social harmony and development. To help low-income families to solve their own housing difficulties, our government has established a multi angle housing security policy system according to the actual needs:provide low-cost house to the lowest income housing difficulties, public rental house to the low-income housing difficult class, affordable house to middle/low-income class, housing classification and supply system to the high/middle income class. However, there still exist many problems in the process of housing security construction at present in China. So, how to deal with the relationship between the real estate development (market) and affordable housing construction (administrative act), worth further research:meet the needs of the housing needs of middle-income class in the market, promote the smooth development of the real estate market, full implementation of government departments in the housing security duty, effective relief for low-income housing difficulties families, make the low-income groups living in the home, synchronous operation through market supply and government support, establish the housing supply system to meet the housing needs of different income groups, ensure that all types of income housing needs to be effectively met.This article is based on the above two aspects, with the specific national conditions in our country, lead the stock room which let enterprise capital solidification into housing security system, improve the housing security system, improve the supply of housing. Therefore, it is not only for the real estate enterprises to seek a new way out of the current development, but also improve the government to protect the status quo, while solve the pressure on the two sides, for the benefit of the people. First of all, the current situation of Chinese real estate enterprises was analyzed, and the problems of the real estate industry was pointed out, such as obvious bubble signs, capital pressure, supply and demand structure. In further, the feasibility and necessity of the transformation of real estate enterprises was explored. At the same time, the different types of housing security system in our country were analyzed, and their development status was described, and the existing problems were pointed out. The government needs to seek help from the enterprises in this situation was pointed out in this paper.This thesis is intended to explore the cooperation between real estate enterprises and the government in two aspects, and point out the advantages of the cooperation. In this paper, we propose the following suggestions:firstly, the commercial housing and affordable housing should be considered, not only to provide different types of affordable housing, but also take into account the mutual influence between the government's affordable housing and commercial housing market; secondly, put forward some suggestions to solve the existing problems in the protection of housing construction management; finally, according to the commercial housing and affordable housing, the idea of classification regulation should be put forward.However, problems have to be further in-depth study below:affordable housing residential property management mode, statistics of all levels of income and housing situation, all levels of housing rental payment ability, classification of housing supply and demand analysis, personal credit system establishment and management,and other issues.
