Along with the economic development and technological progress, the high-tech enterprises are developing more and more rapidly. The level of development of high-tech industry has become an important indicator of overall economic strength of each region. However, rapid technological development and gradual increase in R&D costs have made high-tech enterprises face new challenges. Confronting dramatic changes in the market environment, high-tech companies rely solely on their own resources or technology are often difficult to achieve strategic objectives. Thus, more and more high-tech enterprises have begun to set up strategic alliance in order to obtain complementary resources and risk-sharing competitive advantage.Strategic alliance can bring greater economic benefits for all partners, but its failure rate has always been high. The reason is due to the inappropriate choice of alliance partners. Alliance Partner selection is the basis and prerequisite to establish strategic alliance between companies and largely affect the realization of strategic target. Thus, companies must make comprehensive analysis and consideration before choosing alliance partners. In addition, the companies which are in different industries or different stages of development will have different strategic motivations when they select the Partner. Therefore, it is important to combine with our high-tech enterprise strategic alliances practice, use the high-tech enterprise alliance motivation as entry point of studying, construct a suitable partner selection evaluation model and utilize AHP and FCE to solve the problem of high-tech enterprise partner selection effectively.Firstly, we research the basis of relevant theories deeply, determine the framework, research perspectives and research methods for this study; And then this article defines the relevant concepts, combs strategic alliance motivation roundly from strategic orientation, resource-oriented, enterprise capacity oriented and risk-oriented; Then, we systematically analyze the current development of China’s high-tech industry and the existing problems in the partner selection process, comb with the actual situation of China’s high-tech enterprises, use literature research and expert evaluation to filter appropriate indicators for partner selection, determine the weight of each index, build the partner final selection model from four Perspective of compatibility, research and development resources, corporate capabilities and intangible assets; Next, we use Beijing Highlander enterprises as a Case Study, utilize FCE to evaluate the three alternative coalition partners, Choosing the right partner. Finally, we propose the conclusions of this study and the corresponding countermeasures and suggestions.This Study has shown that the high-tech enterprises pay high attention to the complementary resources(especially in R&D resources) when they choose the alliance partners, but pay inadequate attention to the intangible assets of partners (alliance experience, social reputation); The formation of alliances with large enterprises is common to high-tech enterprises (especially small and medium high-tech enterprises). The high-tech enterprises can take advantage of extensive R&D resources, perfect marketing network and high market visibility from large enterprises to achieve rapid development, but small and medium high-tech companies need to keep an independent position in the league avoid losing the initiative; Strategic alliances can contribute to enhance the ability of high-tech enterprises, which can enable enterprises to put more money and energy to focus on their own R&D specializes in technology.
