Study On The Development Of Farmer Cooperatives In Wengyuan County

To accelerate the transformation of development mode and promote the construction of new management system to realize the modernization of agricultural industry has become the key to solving the "three rural" issues. In this situation, Professional Cooperative Agency of Farmers emerged and is now gradually developing and expanding. It has become a new appropriate scale of operation system and plays a certain role in overcoming the shortcomings of the current small-scale farming and enhancing the intensive, scale and scientific agricultural development. After the publication of The Law of the People's Republic of China on Professional Cooperative Agency of Farmers, this kind of organization has sprung up all over the country and become a new model of agricultural management system.Under the governmental emphasis and guidance, Wengyuan County's first Professional Cooperative Agency of Farmers, Runmao Sugarcane Cooperatives established in 2007. Professional Cooperative Agency of Farmers began to expand and develop, and play an important part in promoting agricultural scale management, increasing agricultural income and improving the living standard of farmers. However, improving the management system and standardization of farmers' cooperatives to make it develop fast, scientifically and effectively, it still has a long way to go.This paper is based on the research of farmers' cooperatives in Wengyuan county. Through consulting literature to analyze the development process and experience of farmers' cooperatives in Wengyuan County. Through field, questionnaire and interview, this paper makes a comprehensive understanding of the overall development situation of farmer cooperatives in Wengyuan County and their problems, difficulties and problems. Basing on the establishment positioning and management of the Cooperatives, this paper further explore the healthy and sustainable and effective development of farmers' cooperatives in the aspect of development mechanism, mode, capital, technology, human resources and ideas, etc. It is hoped that Professional Cooperative Agency of Farmers can become a new development engine and help to accelerate the modernization of Wengyuan County's agriculture and the county's overall development as a result. In the meanwhile, It is hoped that this research can provide valuable advcie to the relevant policy-making departments, so that the state government, provincial government and the and the national government can adopt more scientific and comprehensive therory and eperience to promothe the whole country's agricultural develpent, to transform the countryside and to help farmers make comprehensive progress.
